Rehabilitation work at the hydropower plant is making steady progress. Rehabilitation of turbine 1 was completed in March 2018. The overhaul of turbine 3 was completed in October 2018, thus revitalizing 50 Mega Watt electric capacity. Major maintenance of turbine 4 was completed in November 2019. Procurement of contractor to overhaul Unit 2 is under evaluation and would be finalized in first quarter of 2021. The dam safety component is lagging due to the inability of DABS, Afghanistan’s power utility and the implementing entity, to mobilize contractors for this specialized task to work in Afghanistan’s high-risk environment. Drainage galleries’ old pumps were replaced with four new pumps which will help in stabilizing the dam by reducing uplift pressure on the dam body. Procurement of consultant to conduct dam safety assessment is at advanced stage and the contract will be signed in early 2021. The environmental and social assessment consultant is onboard and has prepared the inception report. The electrification of 16 villages in Sorobi District (8 more than originally planned), which is part of the benefit sharing program for the local communities living close to the plant, is complete. The NHRP is being restructured to include additional activities, which can be absorbed due to cost savings. These include activities from the DABS Capacity Building and Enhancement Project, which closed in July 2020.
