The Credit Agreement was signed on January 21, 2018 and the project became effective on February 23, 2018. The project continued to make progress on the achievement of its development objective and on project implementation despite the setbacks caused by the COVID pandemic. During the review that took place from September 6-10, 2021, each project DLI and activities were discussed in detail to assess the impact of the pandemic on the current status and the future expectation of their completion including the proposed extension period.. Achievements under the project so far include, inter alia:  MOUs have been signed with 60 technical school leaving certificate (TSLC)/Diploma offering institutions to receive performance-based quality improvement grants. All institutions have received the first grant instalments, 50 have received the second and 23 institutions have received the third grant instalments respectively, based on performance data submitted to the PS. 9/28/2021 Page 1 of 10 The World Bank Implementation Status & Results Report Enhanced Vocational Education and Training Project II (P163018)  The Technical Institute for Technical Instruction (TITI) has completed the leadership and .management training of 303 heads of institution, and 1250 candidates have received either the occupation specific training of trainers program or the skills test assessors training program.  A total of more than 60,000 disadvantaged youth have completed their short-term training supported through three rounds of such training by the project so far. The average gainful employment rate of youth after training completion has been 70% or more for the first two rounds of training. Employment and income verification data for the third round will become available by October 31, 2021.  More than 16,000 youth have been supported with getting their pre-existing skills tested by the NSTB.  A total of 3,965 TSLC/Diploma students from 100 TSLC/Diploma offering institutions have received job place assistance. An additional 50 technical schools will be selected to receive support for providing job placement assistance to students.  Restructuring: A level 2 restructuring covering amendment of some DLIs and the extension of the closing date of the project by at least a year will be processed upon the receipt of the restructuring request from the Ministry of Finance, further to their request for extension received by the World Bank on August 3, 2021.  COVID Response: The project has reoriented itself in several ways in response to the pandemic including providing short-term training to youth in geographical areas in need and making such training available to migrants who have returned to Nepal following the pandemic. Forty technical schools in rural and remote areas have been provided with ICT support in the last fiscal year, and an additional 60 schools will be provided with this support in FY 22.  Disbursement: The current disbursement rate of the project is 37%. The project is expected to disburse an additional US$ 3.4 million in the second quarter of FY 22.  Citizens’ engagement: Citizen engagement is an integral part of project implementation. The Project has completed stakeholder surveys and studies covering different activities of the project. These include tracer study of beneficiaries of testing of prior skills, tracer study of scholarship recipient TSLC/Diploma students, study of QIG recipient institutions, beneficiaries of job placement services, beneficiaries of short-term training program, beneficiaries of occupational TOT training. Recommendation and remedial measures from these studies have been shared with relevant implementing agencies.
