Progress towards achievement of project development objective is rated satisfactory with disbursement rate of 64 %. Despite initial delays in the flow of funds from the Ministry of Finance to the MOPH, project implementation intensified since May 2016. To date, significant progress has been made with 75 primary health care centers contracted clinic reaching the 75 targeted centers. In turn, centers started conducting outreach activities among the different stakeholders and enrolling targeted beneficiaries reaching 103,752 beneficiaries. Capacity building and on-the-job training continue to be a focus of the Project Management Unit and has exceeded the project target with 796 health personnel receiving training (with a target of 400). Building the capacity of the PHCCs to ensure their readiness for service delivery requires more time and effort due to the intensity and number of new systems that have to be introduced. System strengthening at the central level is also underway. This includes the development of M&E and reporting policies and procedures, IT system modules, communication strategy. Based on discussions held during the Mid-Term Review for the project in February 2018, it was agreed to extend the project closing date by one year from December 30, 2018 to December 31, 2019 to allow the MoPH to fully achieve the Project Development Objective and deliver all planned activities.
