Has the Project Development Objective been changed since Board Approval of the Project Objective? No Components Table Name Component 1:Market Development of Stand-alone Solar Systems:(Cost $5.00 M) Component 2: Rural Electrification through Service-based Solar Hybrid Mini-grids:(Cost $6.70 M) Component 3: Solar PV Hybridization of Isolated Thermal Mini-grids and Expansion of Access:(Cost $27.35 M) Component 4: Implementation Support and Technical Assistance:(Cost $8.06 M) Component 5: Contingency Emergency Response:(Cost $2.78 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating High Substantial Implementation Status and Key Decisions The findings below are based on the Bank’s supervision mission of February 23-March 1, 2021. The overall implementation progress is still considered to be moderately satisfactory due to the progress made under Component 2 (Rural Electrification through Service-based Solar Hybrid Mini-grids) and Component 3 (Solar PV Hybridization of Isolated Thermal Mini-grids and Expansion of Access). Component 1. Market Development of Stand-alone Solar Systems. Despite the COVID-19 impacts, the Line of Credit is showing very good progress with 70.82% (2,170 MFCFA) disbursement rate for a total of 974 MFCFA utilization by participating financing institutions. Technical Assistance is being provided to both participating financial institutions and participating firms. The Bank team will continue to monitor closely the 4/12/2021 Page 1 of 7 The World Bank Implementation Status & Results Report Niger Solar Electricity Access Project (NESAP) (P160170) support activities such as TA to financial institutions, the communication activities and more targeted support to solar companies to further enhance the results of this component. Component 2. Rural Electrification through Service-based Solar Hybrid Mini-grids. The contract award for mini-grid operators is ongoing. It is expected that the contracts would be signed by end April 2021. Component 3. Solar PV Hybridization of Isolated Thermal Mini-grids and Expansion of Access. The implementation is ongoing. The construction activities have already started for the Lot 1 and are expected to start for the Lot 2 after the contract enters into force in March 2021.
