Both student and teacher attendance remain satisfactory at 81% and 95%, respectively. A third party validation of Project implementation conducted in late 2009 confirmed that the main indicators of the Project had either been met or exceeded. Commencement of the construction phase of the Project, however, has been significantly delayed due to the deteriorating Page 1 of 5 The World Bank Report No: ISR3841 security situation in the province which has constrained the ability of external agents to operate in project areas. The rapidly changing operational environment has necessitated a revisit to the construction modality envisaged at appraisal. This has led to both a delay in the commencement of the construction phase as well as an increase in the time required to Public Disclosure Copy complete the activity. Provision of a school building is expected to have a strong impact on sustainability of project outcomes.
