The project is also on track to meet or exceed 11 targets (except the one on e-GP) within the remaining 5.5 months of implementation. It is estimated that over 4.7 million direct beneficiaries were supported by project-related ICT interventions. The overall disbursement of RCIP-5 IDA funds is at US$64.8 million representing 85.3% of the available credit and expected to reach 95.4% by the end of September 2021. The government was requested to closely monitor the existing activities to ensure completion of them all, before the closing date and to carefully consider adding any new activities since only services, works and goods delivered by the project closing date of February 28, 2022 are eligible for payment. Funds for activities not procured and executed by the project closing date of February 28, 2022, will be cancelled from the credit[1]. The project has made substantial progress on connectivity with 644 out of 700 MDA/DLG sites and other target groups connected to the National Backbone Infrastructure (NBI) and commissioned. Since 2016, RCIP-5 helped lower the Price of Wholesale international capacity (per Mbit/s per Month, in US$) from $97 to $2.6 which translated into lower internet prices and extended geographic reach of broadband connectivity. These initiatives have contributed to almost quadrupling of Uganda's international bandwidth to around 100Gbps from 2013 to 2020 with about 35% of Ugandans use the internet today, up from around 16% when project started Progress remains satisfactory for Component 3 (e-Government): The project continued to support e-services by leveraging shared services and infrastructure that were put in place during first few years of implementation (such as data center, SMS gateway, e-payment, unified messaging platform). In addition, NITA-U is now completing the implementation and operationalization of the interoperability platform (UgHub) and digital authentication solution (UgPass) that will further contribute to governments ability to deliver e-services in a fully remote fashion. Over 20 e-services were made possible due to the availability of shared infrastructure and technical human capacity financed by RCIP-5 and made available to sectoral MDAs. In addition, NITA was able to allocate technical experts paid by RCIP to develop urgent solutions to address COVID-19 pandemic, such as for example in support for COVID-19 related emergency payments or travel permits. [1] Payments for activities completed or good delivered by the project closing date can still be made up to four months from the project closing date. [1] The increase in a number of beneficiaries was attributed to the fact that SMS gateway was used by high volume clients, such as eg Ministry of Health and National water, Evoucher, E-passport. These resulted in much greater number of users who were recorded as beneficiaries. The number was corrected to 3,800,000 beneficiaries based on the monthly users, rather than cumulative users. The indicator was however pending project beneficiaries for the following : (i) Last mile, and system integration since the project is still on going, (ii) e-payment gateway because the system was down, (iii) Cloud services because the end users can’t really be determined.
