National Digital ID. The Government has made good progress in preparing the legal framework, technology infrastructure, and communications strategy necessary to implement the Samoa National Digital ID System (SNDIDS), with launch of mass registration for the SNDIDS planned for the fourth quarter of 2022. As the project is set to close in June 2022, the anticipated timeline nevertheless presents challenges and risks necessitating further discussion to ensure support for a sustainable SNDIDS that achieves the project development objectives. 2. Functions of the Office of the Regulator: A. Competition and market analysis (update). Given increased international connectivity arising from the operationalization of two additional cables, notably Manatua Cable and Hawaiki Cable, OOTR has been recommended to conduct a competition analysis to maximize connectivity benefits for Samoa. OOTR is further recommended to update its earlier market/consumer internet survey of 2018. B. Domestic Cable Uptake. Noting the slow uptake of the domestic segment of the project-supported Tui Samoa cable, OoTR has been recommended to consult with industry and MCIT to investigate the reasons behind this and recommend polices/options to encourage beneficial use of the cable segment.
