Has the Project Development Objective been changed since Board Approval of the Project Objective? Yes Board Approved Revised Project Development Objective (If project is formally restructured) The development objective of the project is to strengthen the capacity of the OMVS and local user associations for reducing erosion in the Upper Basin and proliferation of typha in the Lower Basin of the Senegal river. Total disbursements are 66%, for a FY disbursement ratio of 27%. Disbursements are expected to reach 74% by June 2020. Despite the acceleration in project implementation witnessed in 2019, the recent COVID pandemic and related self-isolation measures, some activities have been delayed. Despite the fact that missions are currently not allowed, the PIU will continue to frequently follow up with the different entities in charge and the Bank team will continue to carry out bi-monthly virtual supervision missions. The trees were planted last year and several trainings and awareness campaigns have taken place in both Mali and Guinea. The activity stopped during the rainy Comments: season and was supposed to resume in March, but COVID-related measures delayed the finalization of procurement for the acquisition and delivery of plants and materials. The nature of activities changed towards a more intense involvement of the community in the implementation, so a smaller surface can be 6/16/2020 Page 2 of 7 The World Bank Implementation Status & Results Report Senegal River Basin Integrated Water Resources Management Project (P153863) reforested with the available budget and time frame. The expected results at the end of the project (with the revised closing date) is 1100 ha. An ongoing restructuring is revising the target. The NGOs estimate that 27 000 people will benefit of agroforestry activity by the end of the project, of which 14 000 women. Detailed estimation is ongoing for the beneficiaries of the typha-related activities and potable water Comments: interventions (as the total count of beneficiaries includes them too). Of these 2 600ha, 2 080 ha are in Senegal and 520 in Mauritania.(See status section for more details). The contracts for the cleaning of the canals from typha were signed at the beginning of September 2019, with EIFFAGE for the Senegalese side and ERB for the Mauritanian side. In Senegal, the works on 2080 ha have been completed and validated at the technical level (mid March). The provisional acceptance (reception provisoire) should occur by mid April (coronavirus allowing, as a field visit is necessary). Comments: Works are delayed on the Mauritania side, where they only started in January 2020 with the mowing of the canals. It is now planned that they will be completed by December 2020. For the moment, COVID-related restriction measures slowed down but did not fully impede these works. An action plan for this activity has been developed and the convention with SOGED, which will implement the plan, has been signed. The activities begun in July 2019 and SOGED is already working with several entities in terms of providing trainings and supporting them to ensure they are de facto functional. The institutional study on typha management recently completed also lays out suggestions on how to strengthen institutions in charge of typha management that is being followed by SOGED. The bulk of the activities to reinforce the selected organizations was planned to take place in 2020, but the convention Comments: has been suspended in April due to COVID-19. Hence, the indicator will not be fully achieved by December 2020, as entities will not have had the time to fully implement the management plan. However, with a project extension, the target may be mostly achieved by June 2021, and likely fully achieved by September 2021. The consolidation of these activities, which is necessary for their sustainability, will also benefit from a project extension, so that SOGED can continue to support the organizations for nearly 2 full years (from July 2019 to September 2021, minus the (hopefully only 3) months the convention remains suspended due to COVID) . Procurement of the material for these activities faced delays due to COVID19, but it has now been completed in Mali, where the delivery of the material has just started. The procurement is still ongoing for Guinea, where the offers were evaluated by a virtual commission and a company was chosen. However, the offers were higher than the Comments: estimated budget, so a commission at OMVS is looking for a solution. The NGOs are planning to be able to restore about 2 500 m of river banks, exceeding the project's target of 1000m. The final reports and action plans on (i) and II) were validated with the beneficiaries in July and sent to the Bank in August 2019. The reports are of good quality and the PIU is implementing selected actions of the short term plans of the two studies, mostly related to strengthening the institutional framework of typha management. The development and then conclusions of the first study, on technical intervention and Comments: maintenance needs, informed the choice of revising the type of activities for clearing canals of typha. The procurement process for the study on the financial assessment of typha management is ongoing. The offers have been evaluated and the report is being finalized by OMVS. COVID-related measures allowing, which at OMVS are slowing the selection process and signature of contracts, the contract is expected to be signed by June 2020 and the study should be completed by December 2020. The sites in Guinea, although having made progress in recent months, show Comments: a physical execution rate of 60% for Tolo and 65% for Kolé, but they should nonetheless be completed by August 2020.
