PROJECT CONTEXT AND DEVELOPMENT OBJECTIVES Context Achievement of the global agenda such as the Sustainable Development Goals (SDG) - and monitoring the progress - will require solid statistics and underlying data. However, availability of high-quality data and statistics are uneven and requires significant improvement. Capacity building in countries, especially among statisticians in development countries, is urgently needed, but the opportunities and resources for the statistical capacity building remains scarce. The Busan action plan for statistics, Statistics for Transparency, Accountability and Results, formulates very clearly the needs in developing countries and identifies the strategies and actions to be undertaken to achieve the objectives of effective capacity building. Statistical capacity is a prerequisite for countries to meet the data demands for monitoring the Sustainable Development Goals. The goal of this grant fits in very well with the above needs and strategies. ISI’s World Statistics Congress (WSC), with more than 2,500 participants, provides a unique opportunity for statisticians to gain knowledge about best practices from leading experts and managers, and also to network with international statisticians from over 100 countries. The WSC satellite meetings focus on specialized topics, such as official, survey, and educational statistics; and the WSC short courses allow the attendees to be trained in key methodological areas. The recently cultivated ISI’s Regional Statistics Congresses (RSCs) take place in developing regions in the world and are invaluable for strengthening regional networks and building local capacity. They are especially suitable to enable young statisticians from the region to gather and learn about the methodology and applications developed in the region. The conferences and workshops organized by the ISI Associations are by their nature inspiring environments for the participants as well developing invaluable networks and statistical skills and capacity. More than half the Grant has been used to facilitate these activities, enabling participants to learn state-of-the-art practices, update their professional knowledge, and also disseminate the information to their colleagues and communities. The rest of the Grant was used to improve statistical capacity through regional workshops in management and leadership as well as targeted training in statistical methods and software. The regional nature of these activities allowed for capacity building on a larger scale. Customized regional workshops in leadership, management, and systems contributed to support and development of best practices and innovation in official statistics. These also support the training of the next generation of leaders in official statistics in developing countries. By developing materials and teaching customized regional workshops in data literacy and statistical methods, the project helped to build statistical capacity across government agencies and contributed to the training of the next generation of official statisticians. By supporting the participation of statisticians from developing countries in international and regional conferences, short courses, customized workshops and appropriate learning environments, the project helped Page 4 of 15 The World Bank International Statistical Institute (ISI) : Support Developing Countries' Participation in Conferences, Workshops and Short Course (P164458) develop innovations and best practices in official, survey, computing, education, environmental and other areas of statistical methods and applications. Project Development Objectives (PDOs) A core objective of the project is to facilitate and support the participation of statisticians from developing countries in statistical conferences, such as the ISI World Statistics Congress (WSC), ISI Regional Statistics Conference (RSC), Associations’ conferences, workshops and short courses to develop networks and statistical skills among statisticians in, or in support of, official statistics. Key Expected Outcomes and Outcome Indicators The overall aim of this Grant is to expand the statistical capacity in developing countries, particularly lower income countries. The project plans to achieve its aim through the following key objectives: (i) developing the leadership and management skills of official statisticians; (ii) increasing the ability of government and government agencies to build innovative and forward looking statistical systems; (iii) providing statisticians, practitioners and users with selected training in statistical methods and software; (iv) working with statisticians and educators in developing countries to develop statistical and data literacy relevant to expanding statistical capacity, and to recruit young people into the field of statistics. Outputs of these objectives included: (i) leadership and management workshops; (ii) developing and teaching customized regional workshops in accordance with the needs of increasing statistical capacity; (iii) materials and/or workshops targeting practitioners, data users, and young people with potential for the statistical sciences; (iii) increased capacity of statisticians in developing countries which were made possible through international networking and support which allowed to participate in international conferences, short courses and regional workshops. Components The project will support the participation of statisticians from developing countries in statistical conference. Specifically, the project will cover travel, accommodation, and daily allowance costs, where relevant, of selected participants from and in developing countries. OUTCOME Assessment of Achievement of Each Objective/Outcome The theory of change for the Project are drawn as the international events, knowledge and experience sharing events, training activities and materials which supported official statistical agencies through enhanced knowledge (in management, statistical systems, data collection and data analysis methods) and contributed more effectively to the various social and economic challenges in low-income countries, especially members of IDA. The Project envisaged and accomplished the following key activities: a) Facilitated and supported the participation of statisticians from less developed countries, and especially from the low-income countries, in state of the art statistical conferences, such as the ISI World Statistics Congress (WSC), ISI Regional Statistics Conference (RSC), Associations’ conferences, workshops and short courses, b) Organized interactive workshops for sharing of experience and best practices, c) Organized leadership workshops to build a community of innovative and forward-looking leaders in official statistics being able to coordinate and collaborate with counterparts from other data communities, d) Delivered customized workshops and learning materials which in combination with the RSCs provided strong support towards addressing these objectives. The theory of change builds on the following assumptions which are required for linking of the outputs to impact: • improved leadership and management skills, • strengthened capacities of official statistical agencies in data collection, analysis and dissemination, • establishment of the next cohort of students and young individuals willing to join the workforce in the field of statistics, • enhanced international cooperation among the major stakeholders in the field, including NSO, academia and international organizations, • continuous capacity building through participation in the joint international events. Objective 1: To facilitate and support the participation of statisticians from less developed countries, and especially from the low-income countries, in state of the art statistical conferences, such as the ISI World Statistics Congress (WSC), ISI Regional Statistics Conference (RSC), Associations’ conferences, w orkshops and short courses. The 62nd ISI World Statistics Congress (WSC) was held in Kuala Lumpur, Malaysia on August 18-23, 2019. Connected events and satellite conferences took place prior to the WSC. The TFSCB grant provided funding to 39 participants of the event. Page 6 of 15 The World Bank International Statistical Institute (ISI) : Support Developing Countries' Participation in Conferences, Workshops and Short Course (P164458) Past and new recipients of the TFSCB funding provided positive feedback about the project. The participation of statisticians from developing countries in this type of events contributes to their professional development and the improvement of the statistical infrastructure and organization in their country. Objective 2: Organisation of interactive workshops for sharing of good practices It was planned to organize the Regional Statistical Conferences (RSC) in Zambia in May 2020. The COVID-19 pandemic caused cancellation of RSC. Therefore, 12 targeted webinars were organized. These webinars focused on survey designs, time series analysis, official statistics, big data, data quality and cases related to misuse of statistics. The webinars were in high demand, and the number of registrations reached 2,391. In addition to the webinars, one in-person training took place in Nigeria in December 2020. The topic was ‘Analysis of statistical data using R’ and 31 participants joined this training. The ISI Permanent office, especially the Junior Webmaster, provided the necessary support and guidance to the organizers and instructors of the events. As a result, COVID-19 related bottlenecks and obstacles were quickly addressed, and the organized events were able to provide the necessary training to the target groups and audiences. Objective 3: Organisation of leadership workshops to build a community of innovative and forward-looking leaders in official statistics being able to coordinate and collaborate with counterparts from other data communities. In order to build future leaders of the field, the project targeted high school students. For instance, the ‘Women in Analytics’ training enrolled 50 schoolgirls, while the ‘Dudes in Data’ event targeted 50 school boys. In each event, 10 teachers of these students also participated. The trainings covered a subset of major statistical methods and data science tools. Interactive games and exercises contributed to the learning objectives. In additions, these events also raised awareness of students regarding the opportunities and career paths in the field. 26.This component of the project also targeted university students both at the bachelor and master levels. Six video lectures were prepared which covered fundamental concepts and basic skills. These include statistical terminologies, variable types, measurement scales, basic calculations, descriptive statistics, sampling concepts and types. To ensure the continuity of the training program the project enrolled 2 young female lecturers and 2 Honour students. In addition, ‘Play with Real Data’ webinar was organized in Iran. Out of 350 registered 200 joined the event and successfully completed it. The High-Level Meeting on Data Governance took place on November 22, 2019 in Tunis, Tunisia. This event was jointly organized by the ISI and the IFC (Irving Fisher Committee on Central Bank Statistics). The African Union Commission (AUC) and Statistics Tunisia provided support and contributions for the meeting. This event brought Page 7 of 15 The World Bank International Statistical Institute (ISI) : Support Developing Countries' Participation in Conferences, Workshops and Short Course (P164458) together two communities, national statistical offices and central banks, which provided possibilities to broaden the scope of discussions and focus on innovative and forward-looking strategies necessary for structural improvements of statistical offices and systems. Number of participants reached 90. The University of Colorado Boulder’s Laboratory for Interdisciplinary Statistical Analysis (LISA) runs the LISA 2020 programme which trains statisticians and data scientists from developing countries to become interdisciplinary collaborators and supports them in the creation of statistics and data science collaboration laboratories — “stat labs�— at their home institutions. The ISI and LISA signed a Memorandum to enhance and facilitate the implementation of the LISA 2020 programme through workshops, webinars, trainings and discussion forums. These events were funded by the World Bank Trust Fund for Statistical Capacity Building (WB TFSCB), including • Regional LISA Symposiums: 7 events (1 Ghana, 1 in Tanzania and 5 in Nigeria), total number of participants 927, • 4 workshops on specific applications (Tidyverse and Data Visualization) organized in Nigeria and Pakistan, total number of participants 186, • One event focused on the International Years of Women in Statistics and Data Science also held in Nigeria, total number of participants 70. This component focused on three target groups and audiences: (i) high school students; (ii) university students; (iii) working professionals. Training programs were tailored to the each target group, therefore, the curriculum matched the knowledge and skill sets of the participants. As of the students, the project not only sparked interest in the field, but also provided information on career paths and opportunities. As of the working professionals, the events helped them to improve their skills in newly emerging statistical methods and tools. In many cases the training curriculum was based on open-source software which facilitated implementation of these methods and tools. The development of capacity building in Africa will continue to benefit from drawing on all international support as well as from joining forces between national statistical bodies on topics of high urgency and common interest. Objective 4: Customized workshops and learning materials will combine with the RSCs in a strong effort towards addressing these objectives. In 2018, eight conferences and workshops were organized in different countries, including France, Greece, India, Japan, Latvia, Mexico, and United Kingdom. These events focused on broad spectrum of topics, including Statistics in Business and Industry, Environmetrics, Teaching methods, Longitudinal Surveys, Statistical Methods in Finance, Survey Statistics, Advances in Statistical Methods and Data Science. Total number of participants reached 95. In 2019, three events were hosted in Bangladesh, India and Nigeria. Main topics of these events were Time Series analysis in Data Science, Statistical Methods in Finance and Sampling Methodologies for Monitoring Sustainable Development Goal Indicators. Chennai Mathematical Institute, Indian Statistical Institute, and Institute of Statistical Research and Training (ISRT) of the University of Dhaka provided key methodological and training support to these events. Total number of participants of these events were 117. Page 8 of 15 The World Bank International Statistical Institute (ISI) : Support Developing Countries' Participation in Conferences, Workshops and Short Course (P164458) In 2020, two major events took place (i) ISBIS International Virtual Conference on Advanced Statistical Techniques in Business and industry; (ii) Subsequent courses on Analysis of survey data using R. The first event was able to reach a broad audience which included 774 participants from 24 countries. The conference included 42 sessions of approximately 119 insightful talks which were conducted by 6 plenary speakers, 64 invited session speakers, 12 special invited speakers, and 38 contributed speakers. The conference co-sponsored by ISI and the University Grants Commission (UGC) of the Government of India. The financial assistance of the World Bank targeted students of the statistics discipline from low and lower-middle-income countries. The second event enrolled 47 participants including 1 from Panama, 4 from Peru and 42 from Colombia. Given the target audience, all training materials were prepared in Spanish. The customized workshops were able to reach a large number of participants from different countries, regions and continents. All training materials were customized to the target audience. Main topics of the events matched urgent and pressing needs of the countries represented. Overall Outcome Rating Justification of Overall Outcome rating – SATISFACTORY The PDO is well-aligned with regional and national development plans of the official statistics. The Project implementation was structured in line with the achievements towards the PDO. The Project design benefited from the close coordination and engagement, and technical support provided by the Bank, other development partners, governments institutions and agencies, academic and research institutions. All targets set by the Project have been met with a supporting evidence provided in the last Implementation and Status Report ISR and the updated data at the closing of the project. Other Outcomes and Impacts The activities supported by this grant relate to the Bank’s policies and strategies by providing and improving knowledge and skills for the development and production of statistical indicators to better monitor and achieve the Sustainable Development Goals and other strategies for poverty reduction as well as improvement of statistical systems as laid down in National Strategies for Development of Statistics (NSDS) and Statistical Master Plans. It is anticipated that enhanced knowledge (in management, statistical systems, data collection and data analysis methods) will contribute more effectively to the various social and economic challenges in less developed countries. The feedback received from participants who benefited from programmes confirmed contributions to these goals. Page 9 of 15 The World Bank International Statistical Institute (ISI) : Support Developing Countries' Participation in Conferences, Workshops and Short Course (P164458) The main beneficiaries of the project outcomes were NSOs, government agencies, the general public and international development partners. a) National Statistical Organizations: the main beneficiaries and stakeholders are NSOs which are responsible for collecting, producing and disseminating the official statistics in the participated countries. In addition, the relevant ministries and agencies in the government which are the main users of data and analysis disseminated by the NSO have also benefited from the project through improved quality of data. b) Policy and decision makers: policy and decision-makers in the public and private sectors are part of the important stakeholders, supplier and users of the statistics. They often use reliable data and quality indicators to conduct analysis and planning, inform policy decisions and monitor implementation progress accordingly. c) Civil society and the public: the main activities of the project also targeted high school and university students. Tailored curriculum and trainings not only sparked interest of students in the field, but also provided useful information regarding career paths and opportunities. Involvement of academic, research and educational institutions as collaborators of the events increased the outreach and sustainability of the outcomes. d) Development partners: the strengthened statistical capacities of the participated institutions and countries will provide better data for monitoring and reporting progress of programs and projects implemented by international organizations. Other positive effects of the project include: • Raised awareness and increased roles played by academic and research institutions in development of national statistical systems, • Increased the level of theoretical knowledge and practical experience of specialists through broader interactions and knowledge sharing possibilities, • Improved the quality of data disseminated by national statistical offices, enhanced analytical capacities of statisticians and thereby contributed to evidence based and prudent decisions of market participants both in the public and private sector, • Training curriculum and materials created under the project will contribute to continued education and capacity development of the major beneficiaries. No negative unintended outcomes were observed. III. KEY FACTORS THAT AFFECTED IMPLEMENTATION AND OUTCOME Implementation arrangements The final phase of the Grant’s implementation was greatly affected by the Covid-19 epidemic. Scheduled Page 10 of 15 The World Bank International Statistical Institute (ISI) : Support Developing Countries' Participation in Conferences, Workshops and Short Course (P164458) conferences and in-person events became infeasible due to imposed travel and other restrictions. Therefore, a revised plan has been developed, which, in many cases, substituted in-person events with their online alternatives which required a different set up and working structure. Several projects, such as LISA, were made possible through generous support from the local and regional organizers. Approval of the revised plan contributed to the successful completion of the project. Disbursement The project has disbursed 99.39% of US$300,000 committed funds. Monitoring and Evaluation: Design, Implementation and Utilization The Monitoring Indicators gave the ISI and the Bank team a tool in monitoring and evaluating the project progress. This in turn impacted outcomes of the project by providing timely information on the progress and achievements needed for further actions from the implementing agency and the world bank team sides. Safeguard and Fiduciary Compliance Statistical Capacity Building is a major objective of the ISI’s strategy and a key element in achieving the ISI’s mission ‘to promote the understanding, development and good practice of statistics worldwide’. These activities are therefore integral components of the ISI’s activity programs. The ISI’s Executive Committee (EC) has been assessing and monitoring the effectiveness of these activities and fine tuning the programs and support levels as needed. The assessment has included feedback surveys from the participants. The ISI Permanent Office has a long experience with organizing statistical capacity building projects in Africa and Asia. The ISI has regular contacts with National Statistical Offices, National Statistical Societies and other groups, and we are soliciting direct input from them about appropriate areas for capacity building, effectiveness of current efforts, models for collaboration, and areas for improvement. The project focused on raising awareness, improving knowledge and skills of working professionals in the official statistical institutions and a cohort of young people who can join the workforce of the field. The Project did not have any direct environmental or social impacts. Nor there were any civil works. No safeguard issues emanated during the implementation. The environmental rating C given to the project at the appraisal stage remained the same throughout the project implementation. The fiduciary arrangements (financial management and procurement) remained moderately satisfactory throughout the grant implementation period. The submission of interim financial reports and audited financial statements were delayed time to time but were unqualified and acceptable to the World Bank. Overall FM risk was moderate and close monitoring and support mitigated any potential risk related to FM. As this project was a continuation of existing activities and a longtime cooperation with the same implementing agency ISI, as the procurement activities financed by this grant were composed by small value contracts with consultants (mostly individual consultants) , there was no specific issue noticed during the Page 11 of 15 The World Bank International Statistical Institute (ISI) : Support Developing Countries' Participation in Conferences, Workshops and Short Course (P164458) implementation of the entire project. Therefore, the global procurement performance for the project is rated as satisfactory. IV. BANK PERFORMANCE, COMPLIANCE ISSUES, AND RISK TO DEVELOPMENT OUTCOME Bank Performance The World Bank team involved in the project preparation and implementation process made for a good mix of prior experience in implementing similar projects, substantial country experience, good project management skills and strong leadership to support the project. The Bank team liaised closely with the implementing agency (ISI), its subsidiaries and other institutions which contributed to organization of the events at the preparation stage. The team also actively monitored project implementation, which allowed to act proactively and highlight potential implementation risks and propose possible solutions, including actions to mitigate and manage risks posed by the COVID19 pandemic. Quality of Supervision The quality of supervision was maintained at the adequate level throughout the project implementation. The number of team members involved in frequent dialogue with the recipient thus supervision remained stable. TTL, financial and procurement specialists performed supervision activities in a timely manner, provide prompt advice and assistance to ISI and key stakeholders of the project in resolving urgent or pending issues. Risks for sustainability Sustainable financing. Sustainability of capacity building is based on key beneficiaries and a commitment of the government to mobilize additional financial resources. Through the results achieved under the Project, coordination among development partners, NSOs and academia has improved and support to the budget— or, at least, specific activities in the future—has increased. V. LESSONS LEARNED AND RECOMMENDATIONS Lessons learned could be summarized as follows: (i) to maximize involvement of client’s team and potential beneficiaries from the very beginning of the project preparation; (ii) to broaden participation of data users in related project activities not limiting the audience to statisticians only. As mentioned at the beginning of the report, the Covid-19 epidemic had a major impact on the planned activities. A major focus of our activities was participation in physical events, especially conferences, which were canceled. In a very short time, alternative activities had to be developed and implemented. The main focus was how to spend the grant funds on meaningful activities in line with the original goals and objectives of . the grant. Due to global pandeminc COVID-19, most events except few local sessions were held online which enabled an environment for more people to participate.
