It was initiated in November 2016, approved in August 2018, became effective in April 2019 and received its first disbursement in December 2019. The over three years delay was partly due to changes in the implementing organization. IBIS Sierra Leone, who originally, was supposed to implement the grant was absorbed by Oxfam Sierra Leone who became the new implementing organization. Related due diligence for these changes, revision and finalization of the grant documents, subsequently took a long time. Furthermore, country office staff who later assumed TTL and fiduciary responsibilities were involved much later after finalization of the grant documents in Washington to support implementation. Notwithstanding, since the first disbursement in late December 2019, the project has taken swift measures to set up sound foundation to improve implementation performance. These include (i) revision of the AWP and procurement plan (ii) conducted stakeholder workshop and designed the draft citizens monitoring framework and Service Delivery Index (SDI) to track health and education delivery indicators (iii) made progress in consulting with key government stakeholders about their main interests and incentives in partnering with the project including with officials of Ministry of Health and Sanitation, Ministry of Basic and Senior Secondary Education, the Directorate of Science Technology and Innovations (DSTI), Director of Service Delivery Performance Management, Ministry of Planning and Economic Development (MOPED), Parliamentary Committees on Health and Education etc. These discussions are laying the foundation for the role of MOPED in the steering committee of the SDI and how the SDI can feed into government service delivery monitoring processes to ensure that there is a citizen component on government driven service delivery processes. It also ensures collaborative framework in the use of simple electronic app-based feedback mechanisms that could be developed and implemented both in the local communities of focus as well as more generally the Directorate of Service Delivery Performance Management. (iv) the project has also identified linkages with the Accountable Governance for Basic Service Delivery project currently under preparation and agreed on some coordination and complementary actions. Discussions have also been initiated with Task Team Leaders for Health and Education for collaborative partnership under the FREE Education Project and the health portfolio. 5/22/2020 Page 1 of 4 The World Bank Implementation Status & Results Report Monitoring Post Ebola Recovery Funds: A Focus on Service Delivery (P162166) Although the initial conceptualization of the project was aimed to monitor post Ebola recovery in health and education, it is determined that, the project objectives and original main activities remain largely the same, as does the context, in which health and education outcomes continue to be poor, with limited citizen engagement. The project will however now shift focus from Ebola-recovery funds to general sector financing. That said, a draft TOR is being finalized to recruit a monitoring and evaluation consultant to help the team to refine the Results Framework (RF), the theory of action change (TOC), and set up the Monitoring, Evaluation and Learning (MEL) system. Considering the current COVID-19 pandemic, some adjustments have had to be made which will impact the pace of implementation including the formal project launch, primary data collection, some meetings and trainings etc. Considering the delay in start of implementation, the project will need to be extended at some point.
