Solomon Islands: Solomon Islands Electricity Access Expansion Project
(GPOBA Grant Number TFOA2923)
Amendment to the Project Agreement
We refer to the Project Agreement ("Project Agreement") between the International Development
Association, acting as Administrator of the Global Partnership on Output-Based Aid ("Association") and
the Solomon Islands Electricity Authority ("Project Implementing Entity"), for the above-mentioned Project
("Project"), dated August 15, 2016. We also refer to the letter, dated February 14, 2018, from the Ministry
of Finance and Treasury of Solomon Islands to the Association requesting for certain amendments to the
Project.
All capitalized terms used in this letter ("Amendment Letter") shall have the same meanings ascribed
to them in the Project Agreement unless the context requires otherwise.
We propose to amend the Project Agreement by way of this Amendment Letter as follows:
1. Section I.B.4(c) of the Schedule to the Project Agreement is amended to read as follows:
"(c)   the eligibility criteria for low-income households, micro-enterprises and community
infrastructure to qualify for Electrical Connections provided under Part I of the Project;"
2. Section II.A.1 of the Schedule to the Project Agreement is amended to read as follows:
"1.    The Project Implementing Entity shall monitor and evaluate the progress of the Project and
prepare Project Reports in accordance with the provisions of Section 2.06 of the Standard
Conditions and on the basis of indicators acceptable to the Association. Each Project
Report shall cover the period of one (1) calendar semester, and shall be furnished to the
Association not later than forty-five (45) days after the end of the period covered by such
report."
3. Section II.B.2 of the Schedule to the Project Agreement is amended to read as follows:
"2.    The Project Implementing Entity shall prepare and furnish to the Association interim
unaudited financial reports for the Project not later than forty-five (45) days after the end
of each calendar semester, covering the semester, in form and substance satisfactory to the
Association."

Except as specifically amended herein, all other provisions of the Project Agreement shall remain
unchanged and in full force and effect.
Please confirm the Project Implementing Entity's agreement to the foregoing by having an authorized
official of the Project Implementing Entity sign and date both enclosed copies of this Amendment Letter,
and returning one copy to the Association. Upon receipt by the Association of the countersigned copy of
this Amendment Letter, the amendments herein shall become effective as of the date of the Project
Implementing Entity's countersignature.
