(November 4, 2016) After some initial delays, the implementation of the first set of project activities have moved forward and the Indian Ocean Commission is performing well. Some information technology issues and work overload in the Administrative and Financial Services hindered submission of withdrawal applications and slightly slowed the implementation of activities. The issues have been solved and an Administrative and Procurement Assistant will be selected to support the increasing work load. Comoros. (January 28, 2017) The implementation continues at a good pace, including achievements in control and surveillance at sea and progress in data collection and statistics. From now, a perpetuation strategy is being elaborated with a long-term view. The synergy with the CoReCSuD project (P125301), which is nearing completion, will allow to take full advantage of the outcome of the latter. Mozambique. (May 25, 2017) The implementation pace has shown important improvements in the past few months. Arrangements have been put in place to strengthen the Government’s central level team and its relationship with provincial and district authorities involved in Project implementation, including the staffing of the Project Implementation Unit. These arrangements should enable dealing effectively with added procurement and financial management load resulting from the expected faster implementation pace. MIMAIP has shown strong interest in developing a holistic vision of management of the sea and coastal area in Mozambique, which is laudable and consistent with Project objectives. Tanzania (May 2017). Some achievements during this reporting period include the purchase and installation of a state of the art Vessel Monitoring System at the DSFA. The DSFA has also drafted the new Deep Sea Fishing Policy, and has upgraded its Fisheries Information System; Zanzibar has carried out a frame survey – the first one since 2010, and has secured support for monitoring and evaluation and for safeguards issues. Mainland has finalized its draft Fisheries Policy, increased its outreach with Beach Management Units, and made progress in coral monitoring efforts. However, many activities are still in the planning phase, and on-the-ground progress remains limited. Little significant, physical progress has been achieved since last reporting period (November 2016), and activities will need to be fast-tracked in order to recover lost time. The Commission agreed that the present instrument should proceed immediately as voluntary SWIOFC guidelines, and at the same time requested the SWIOFC's Working Party for Collaboration and Cooperation in Tuna Fisheries (WPCCTF) to proceed with the consideration of having a minimum terms and conditions protocol as a mandatory instrument[1] in the future.
