In response to the GoS request to include the roads damaged by the severe floods in May 2014, the project was restructured on January 13, 2015 to add 127 km of emergency works and extend the closing date to December 31, 2019. These works were finally completed in 2017. Project implementation, in particular the procurement for design and consultancy services, has been slow and experienced delays. The Project has been restructured in Summer 2018 to help get it back on track and achieve its development objectives, and a new implementation schedule has been developed, in which a total length of 121.4 km of civil works will continue to be financed under the loan. Of this revised program, all Year 1 civil works projects (93.9 km) have been tendered; and the remaining 27.5 km will be tendered in 2019. 12/5/2018 Page 1 of 5 The World Bank Implementation Status & Results Report SERBIA ROAD REHABILITATION AND SAFETY PROJECT (P127876) The designs and works for the Years 2-4 programs are tendered in packages (increasing the monetary value of a tender) to help attract more professional firms and to reduce the procurement transactions. Designs for 233 km of works have been completed. For the remaining design works, 235 km are under progress and 214 km are at the bidding stage.. Contract for the Performance Monitoring Consultant (PAC), who will verify the achievement of the Disbursement Linked Indicators, was signed on August 21 and the conversion of Euro 22.47 m of loan advances (about US$ 26.4 million) into disbursements. Contract for the Road Network Condition Surveying Consultant was signed on August 17. Certification of road safety auditors/inspectors has been successfully completed. All 3.000 km of Performance Based Maintenance Contracts have been initiated in 6 lots. Procurement of consulting and design services picked up in the second half of 2016 with the mobilization of consultants to support the PIT and switching from IBRD prior review of the contracts to post review in most items. Principles of Collaboration between the World Bank and the EIB was signed on June 18, which has also contributed to speeding up of procurement. Environmental safeguards performance has been downgraded to Moderately Unsatisfactory, due to quality issues related to preparation and approval of site-specific ESMPs. The Bank noted that the Action Plan for improvement of the progress monitoring, reporting and ESMP preparation has been only partially met. On the other hand, social safeguards performance has been assessed as Satisfactory. Financial Management arrangements for planning and budgeting, accounting, financial reporting, internal controls and flow of funds are assessed to be satisfactory.
