 Implementation Status and Key Decisions

  Overall, there has been several positive developments and continued progress over the last 12 months. Key achievements include: (1)
  advancement of the interceptor tunnels (now around 85% completed), (2) good progress on most of the sewer line contracts and (3) progress of
  designs and commencement of on-site works under XL-02 – the Design-Build and Operate (DBO) contract for the large (480,000 m3/day)
  wastewater treatment plant (WWTP).
  All originally planned activities are progressing, completion of which will ensure the project development objectives are achieved with project
  benefits directly extending to more than 1.1 million residents of Ho Chi Minh City. However, as a result of start-up and procurement delays,

  intermediate result targets have not been realized as planned, as many are linked to the infrastructure developments which are yet to be completed
  and operational. An extension of the project closing date is needed in order to allow for all project investments to be completed and the Project
  development objective fully achieved. This extension is being discussed between the national Government, City and World Bank.

                                       A proposal to adopt an increased tariff schedule and related tariff implementation roadmap for wastewater
                                       and drainage services using the cost recovery approach set forth in Decree 80 (2014) had been submitted
                                       to the City’s People’s Committee. Following several rounds of internal comments by all relevant HCMC
                                       line agencies and completion of the poverty and social impact assessment, the updated report and
                                       proposals are in the final stages of review and public consultations (delayed due to COVID-19). The
                                       improvement in cost recovery ratio for wastewater management is expected to be seen after an increased

                                       tariff schedule commence implementation. The MTR report recommended adjustments to this indicator to
                                       clarify that this indicator will measure cost recovery from consumer tariff i.e., excluding any subsidy or
                                       budget support from HCMC, to better measure improving trend in financial sustainability. After
                                       adjustments, the end target is likely to be about 50% (also taking into account that the project only covers
                                       a portion of the total wastewater management area of the Steering Committee for Flood Control (SCFC).

                                       The baseline survey conducted by the IEC consultant in the areas covered by the project asked a series
                                       of questions related to sanitation. Findings indicate that that most people are aware of sanitation
                                       issues. In particular, almost all are cognizant of the benefits of sewer connections, citing reasons related

                                       as reducing odor. This indicator appears to be very broad.

                                      Physical progress 85%. Of twenty shafts in total, 17 are now substantially completed and 3 are in
                                      progress. Pipe jacking is progressing, with a length of 4,966m of a total of 7,770m now completed. This
                                      includes completion of Stage 1 (Shafts S-0 to S-10) along with Shaft 11 to 15 in Stage 2. Pipe

                                      Surveys of households in the District 2 areas covered by the project has been done. Household
                                      connections will only be made in tandem with the completion of the associated secondary and tertiary
                                      sewer lines, currently under construction.

                                      the sewer lines directly or indirectly. The sewer lines are designed to include interceptors that will serve to
