No The World Bank Cultural Heritage Preservation and Tourism Sector Support Project (P144614) I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING Project status: 1. The SDR 29.1 million (US$ 45 million equivalent) IDA Grant No H944-HT was signed on May 19, 2014 and declared effective on October 6, 2014. The project’s closing date is August 31, 2020. The PDO is to: (a) increase the attractiveness of the cultural heritage sites in North of Haiti for tourists; (b) improve the living environment for the residents living in North of Haiti; and (c) support the Recipient’s capacity to respond promptly and effectively to an Eligible Emergency, as needed. The project has had implementation delays for both internal and external reasons, including the challenging country context characterized by political, social and economic instability, and the recent COVID-19 crisis. However, the Project Implementation Unit (PIU), with continued intensive support from the World Bank team, continues to be highly committed to improving project implementation. The project indicators stand as follows: progress towards achievement of the PDO, Component A and Procurement are at MU, while the other ratings remain at MS or above. The disbursement rate is 35.8 percent. 2. The project has five components:  Component A – Physical Cultural Heritage Sites and touristic circuits in the PNH-CSSR and Cap-Haïtien Historic City Center (US$28 million).  Component B - Local investments in Dondon, Milot and Cap-Haïtien (US$7 million).  Component C – Inclusive Tourism Sector Development Support (US$4 million).  Component D - Contingent Emergency Response (US$1 million).  Component E - Project Implementation, Monitoring and Evaluation (US$5 million). 3. Implementation status of Component A: The Component is rated MU because of the delays incurred in the development of the designs for the rehabilitation of the monuments and the ineffectiveness of the collaboration with UNESCO until 2019. However, important steps have been taken to strengthen the relationship with UNESCO. Furthermore, the following activities have been already completed under this Component: (i) construction of the route Sans-Souci to Choiseul ; (ii) elaboration of diagnostic studies for the rehabilitation of the monuments; (iii) strengthening of the capacities of National Cultural Heritage Institute (ISPAN); and (iv) creation of the provisional National Historic Park Citadelle-Sans Souci-Ramiers (PNH-CSSR) Management Authority. 4. Implementation status of Component B: The Component is rated MS. The following activities have been already completed under this Component: (i) completed participatory process to discuss the priorities in each of the municipalities; (ii) construction of the Place de Dondon; (iii) construction of Place de Milot and its facades; and (iv) completed studies for the construction of various local amenities. 5. Implementation status of Component C: The Component is rated MS. Under the creation of the Community Fund, more than 30 projects have been sponsored, with over 1,000 beneficiaries. The Destination Management Organization (OGDNH), which is responsible of promoting the tourism in the area, if fully staffed and active. Furthermore, the project has supported the strengthening of the Ministry of Tourism through capacity building. 6. The project has been restructured three times since its approval. In June 2017 a first Level 2 restructuring was conducted. This restructuring included changes to the implementation arrangements and the project’s results framework to accelerate the implementation of the project. During the midterm review in January 2018 the World Bank team identified the insufficient capacity of the counterparts and limited communication and collaboration among project stakeholders as key elements impeding implementation progress. Thus, in June 2018, a second Level The World Bank Cultural Heritage Preservation and Tourism Sector Support Project (P144614) 2 restructuring was conducted to simplify the project by dropping several activities and reallocating funds to support Component C and Component E. In parallel to the restructuring, the World Bank team agreed with the Client on an Action Plan to improve project performance. Under this Action Plan twelve milestones were defined in January 2019 to be reached by July of the same year for a possible extension of the project to be considered. All milestones have been achieved and are listed in Annex 1. In addition to that, during a meeting with the Minister of Economy and Finance in September 2019, additional conditions, related to the institutional strengthening of the various stakeholders, were agreed upon. These conditions have also been met and are listed in Annex 2. In June 2020, the third Level 2 restructuring was conducted. This restructuring created a new disbursement category and reallocated all the project’s uncommitted funds to that category. Further, it canceled US$5.3 million (SDR 3,862,917.45 equivalent) from the new disbursement category to support COVID-19 recovery response under a different World Bank operation. Rationale for fourth restructuring: 7. The current restructuring focuses on simplifying project activities and providing a 23-month extension to achieve its development objective. The new closing date would be July 29, 2022. 8. In 2014, when the project was approved, it was considered a priority as it was designed to rehabilitate important historic monuments located in the vicinity of Cap Haitian, the second largest city in the country. The most important monuments, the Citadelle Henri-Ramiers, considered the largest fortress in the Americas, the Sans Souci Palace ruins, and the Royal Chapelle, located within the PNH-CSSR, were declared world heritage by UNESCO in 1982. They represent the history and cultural heritage of Haiti and the pride of its people. Furthermore, Cap Haitian and its surroundings, are characterized by gorgeous beaches, impressive mountains and cascades, and exquisite art and culinary, making it an area with potential for tourism and economic development. 9. Despite the relevance of the project, its implementation has been affected by both internal and external reasons. On the one hand, the very sophisticated field of intervention of the project, namely the rehabilitation of historical monuments classified as world heritage by UNESCO, the complexities resulting from the institutional arrangements, and the low capacity at technical and operational levels in the country, have made it difficult to advance in the procurement of works. On the other hand, the significant socio-political upheavals from the second semester of 2018 to the end of 2019, and the current crisis due to COVID-19 have caused further implementation delays, as travel within the country has been very restricted. Due to the uncertainty of the current situation, it becomes difficult to commit to the rehabilitation the monuments, especially as these require highly specialized technical know-how and large scale equipment that can only be provided by international firms. 10. Despite the project ratings, the project’s closing date can be extended following paragraph 50 of Bank Directive for IPF, as: (i) the PDO remains achievable; (ii) the performance of the PIU and other involved stakeholders has been strengthened; and (iii) the World Bank team and the Client have agreed on an action plan to complete the project (see Annex 3). Furthermore, the majority of activities that are contemplated during the project extension are already in the procurement or implementation stage. 11. Regarding point (i): By completing the works of the Ancienne Capitainerie, the façades of the Dondon public square, the façades of Rue 16 in Cap Haitian; by creating the permanent authority to manage the PNH-CSSR with adequate budget and staffing and developing and implementing its management plan; and by completing detailed studies for the rehabilitation, seismic reinforcement, restauration, conservation, valorization and interpretation of the Citadelle The World Bank Cultural Heritage Preservation and Tourism Sector Support Project (P144614) Henri-Ramiers, the Sans Souci Palace ruins and the Royal Chapelle, which will allow the project to reach its development objective of increasing the attractiveness of the cultural heritage sites in North of Haiti for tourists. 12. Second, the already constructed Place de Milot, Place de Dondon, and the ISPAN documentation center, along with the other municipal infrastructure planned during the project’s extension, including the cultural center of Milot, and the improvement of façades in Cap Haitian and Dondon, will improve the living environment for the residents in the North of Haiti. 13. Finally, the CERC component will remain unchanged, responding to the third project development objective of supporting the Recipient’s capacity to respond promptly and effectively to an Eligible Emergency, as needed. 14. All these changes will allow the PDO rating to move from the unsatisfactory to the satisfactory range. The simplification will also make it possible to upgrade the rating of Component A. Additionally, by focusing efforts in the construction of few simple works for the municipalities of Dondon, Milot and Cap Haitian, and promoting cultural heritage and tourism community initiatives, the project will be helping the economic recovery of the region post COVID-19. 15. Regarding point (ii): The performance and capacity of the PIU and other involved stakeholders has been strengthened through a series of measures, many of which are listed in Annex 2. The PIU underwent an internal restructuring this year and is currently fully staffed and has the capacity to complete the project activities. Some of the measures taken included: (i) developing a plan to improve internal procedures; (ii) setting up a project management computer system; and (iii) transferring all contracting activities to STEP. Additionally, the PIU recently requested the Bank (UTE correspondence 2231 from August 4, 2020) the use of Hands-on Expanded Implementation Support (HEIS), which will allow to improve the remaining procurement processes and the procurement capacity of PIU. This action will allow to improve the procurement rating. 16. Further, UNESCO, a key partner to the project in charge of providing highly specialized knowledge to the various participating agencies, continues to be highly committed to the project. At the start of 2020, it enlisted more than ten top-notch international experts to accompany the development of the detailed studies for the monuments. 17. Regarding point (iii): The World Bank team and the PIU have agreed on an action plan and detailed timeline to complete the remaining project activities. This action plan is listed in Annex 3. II. DESCRIPTION OF PROPOSED CHANGES 18. The proposed restructuring of the project, which has been discussed at length with the GoH, includes: (i) a US$ 7,750,000 (SDR 5,464,519.40 equivalent) cancelation of funds; (ii) dropping certain activities initially planned; (iii) a 23- month extension; (iv) changes to the results framework; and (v) changes to the disbursement estimates. With these changes, the project would focus on: i) completing the detailed studies for the rehabilitation of the monuments, which are already in the process of implementation (Sans Souci Palace ruins) and procurement (Citadelle Henri- Ramiers); (ii) completing some of the local infrastructures that are more advanced and can be built using local labor, including the Ancienne Capitainerie, the façades around the Dondon public square, the façades in streets of Cap Haitian (Rue 16), and the cultural center of Milot; and (iii) continue to support tourism sector development through activities to be implemented by the OGDNH and the Community Fund. Regarding point (ii), the following activities will be dropped:  Component A: o Rehabilitation of monuments in the PNH-CSSR o Second phase of façades in streets of Cap Haitian  Component B: o Health center in Matador o Artisanal production center in Milot o Works and supervision on the Picolet waterfront and the coastal forts  Component C: o Boat landing Labadie o Study for the renovation of the waterfront Rival-Petite Anse o Information system for tourism data collection o Study for the management of the horse transportation system of the PNH-CSSR 20. Regarding point (iii), with the 23-month extension the project will focus on completing important infrastructure that is already advanced in design and will use local labor for its completion. These are: the Ancienne Capitainerie, the façades around the Dondon public square, the façades in streets of Cap Haitian (Rue 16), and the cultural center of Milot. Furthermore, the project will continue to support tourism sector development through the OGDNH and the Community Fund. 21. The project is in good standing regarding social and environmental safeguards. COVID-19 protocols will be adopted for all infrastructure works and these additional costs have been added to the project’s budget. The project is in compliance in terms of financial reporting, it does not have any pending IFR or audit report. 24. The Bank team will explore ways to do remote supervision during the sanitary emergency, using a combination of support from the country office, third party monitoring, and use of remote sensing technology.
