Most of the indicators have met or surpassed the set targets but these achievements need to be verified and documented. Increasing local and national capacity to integrate biodiversity conservation into development and landscape planning The project has allowed for the active participation of more than the targeted number of civil society actors in conservation programs. It is also on track with enabling stewardship of the CEPF by indigenous and local communities. Public-private partnership efforts to mainstream biodiversity is sectors such as forestry and agriculture will need to be strengthened for the target to be met. Socioeconomic benefits accruing from community involvement in targeted communities are reported to already show good progress. Monitoring and knowledge sharing Progress in gathering baseline data for conservation target monitoring and reporting has so far fallen short of meeting desired targets. CI only outlined a new M&E plan early this year. It will be a few more months before the effectiveness of such efforts show results. The CEPF Secretariat continues to make efforts to share the results, achievements and lessons from ongoing and closed projects with project stakeholders. A new website was launched and improvements will be made to provide internal and external stakeholders with data and information relevant to their roles and responsibilities in the CEPF. Ecosystem profile development and project execution The project currently operates in nine hotspots. The Mountains of Central Asia hotspot profile was approved recently. A hotspot profile for the Caribbean Islands hotspots is being drafted and the World Bank will receive a pre-draft for comments and review. Actions being undertaken or to be undertaken going forward During the past months, the Bank team has focused on working with the client to address the fiduciary issues that were identified during the In- Depth Fiduciary Review of the CEPF. The "Action Plan to Implement Corrective Measures in the CEPF" jointly prepared with CI to make the CEPF project compliant with Bank policies and procedures as well as legal agreements is under review by Bank Management. Specific decisions on the both the financial management and technical competencies of the implementing agency are under discussion. Along with the steps being taken to rectify the fiduciary issues, the task team will now in parallel shift to assessing the technical soundness of project implementation, including safeguards compliance and M&E. Based on the latest desk assessment, there is a need to align the Project Development Objective (PDO) in the PAD with the PDO in the Grant Agreement and review the indicators in the results framework, including methodology, source and quality of data.
