CLEAR AA places a focus on country owned and country-led strategies to improve M&E, ensuring program sustainability and uptake. The Center works collaboratively with in-country partners and provides a list of services as a response to the country context. CLEAR AA has actively been working in the implementation of country programs in Botswana, Lesotho, Liberia, Namibia, Tanzania, Uganda, and Zambia, and continues working with governments in Lesotho, Madagascar, Namibia, and Tanzania to develop M&E policies that will structure, systematize, and institutionalize how M&E practice is done in the public sector. The Center has continued to achieve their project objectives through a range of successful activities, some highlight activities over the past six months are as follows: (i) Monitoring and Evaluation Situational Analysis were carried out in countries of Uganda, Liberia, Tanzania, Zambia, Lesotho, Malawi and Madagascar; (ii) Kenyan National Evaluation guidelines were reviewed and accepted by the Monitoring and Evaluation Department in National Treasury and Planning. These guidelines are set to be presented at the Kenya M&E conference in April 2021; (iii) Progress on the development and piloting of the African Parliamentary Oversight Tool (POT); (iv) Collaboration with the University of Zambia in the review of their Post Graduate Diploma in M&E and Executive Short Course in M&E; (v) Completion of a study examining how M&E data information and evidence are being used by countries for adaptive management of climate change. 2/25/2021 Page 1 of 4 The World Bank Implementation Status & Results Report Regional Centers for Learning on Evaluation and Results in Anglophone Africa (CLEAR) Project (P149309) Looking ahead, the Center plans to continuously adapt their offerings to respond to what’s going on in evaluation world (i.e. COVID, climate change and gender inequality). CLEAR AA will continue to seek out new ways to deliver broader support in places where Evaluation Capacity Development (ECD) and the use of evidence have been limited to date but that have strong potential to grow. In addition, as COVID-19 persists, a strong focus will be placed on hosting internal and external seminars and coordinating the sharing of CLEAR-AA generated knowledge products.
