B. Project Objectives [from section 2 of PCN]
The main objective of the proposed Emergency Crisis Recovery Grant (ECRG) is to assist the
Government of Yemen (GoY) in mitigating the impact of 2011 crisis by providing cash benefits
to eligible poor households.

C. Project Description [from section 3 of PCN]
The proposed ECRG would finance cash assistance grants delivered to poor households in
Yemen which have been added to the Social Welfare Fund (SWF) beneficiary list in 2011.
These households were found eligible after applying poverty-based targeting (proxy means
testing) based on the results of the 2008 national households survey. In addition, the project will
finance consultancy services needed for monitoring and evaluation of project implementation.

The project would assist households in all 21 governorates of Yemen.
