Component 1: Enhanced Planning and Monitoring for SFLM Substantial work has been invested in the past years in the activities supporting capacity building of forest sector stakeholders. These include FSC re-certification, progress on preparation of Forest Roads Master Plans, as well as strengthening decision-making through introducing selected key information relating to climate change into information systems and developing the systems themselves. 12/18/2018 Page 1 of 6 Public Disclosure Copy The World Bank Implementation Status & Results Report Sustainable Forest and Landscape Management Project (P129961) SFM Certification: The project supports efforts to increase certified area and maintain the certificate of already certified areas through re- certification in areas where the certifications had expired. The RS SUME has maintained its FSC certification. In FBiH, certified area has increased increasing the total area certified to 1.84 million ha. The end target is 1.85 million hectares. Forest Roads Master Plan - The RS has contracted a team of specialists to prepare the Forest Roads Master Plan. Baseline and background data has already been collected and the team has developed initial models for the road network. In FBiH, baseline data collection and other preparatory activities for the Forest Roads Master Plan Preparation have been completed and data entry into FMIS is almost completed. However, the expert team for preparing the plan has not been contracted yet. With only six months remaining of the project, the plan will likely not be as comprehensive as was originally planned. FMIS - In the RS, the RS Sume has an existing FMIS which is functioning, and information from the FMIS is used to make decisions on budgets, silvicultural activities, fire and pest management etc. The data from the FMIS is also used for national reporting to the international conventions. The FBiH FMIS has not yet fully resumed operations, while progress towards its establishment has been made. Component 2: Demonstration and Replication of SFLM Techniques in Vulnerable Areas Significant progress has been made in both entities during project implementation in demonstrating approaches for sustainable forest and landscape management through pilot sub-projects on re/afforestation, thinning, conversion, rehabilitation of fire affected areas, cleaning and removal of wild dump sites, production of seedlings etc. Total land area on which sustainable land management practices have been adopted is presently 3178 ha in both entities combined (1027 ha in RS and 2151 ha in FBiH) and the PDO indicator value exceeds its end target value (3000 ha) already at this stage. The activities undertaken so far have already provided benefits to local communities (e.g., reforested areas will result in increased carbon stock and biodiversity, and will mitigate the negative effects from floods; rehabilitated forest fire roads, forest thinning activities, removal of unauthorized trash dumping sites and procurement of forest fire equipment will decrease forest fire risk). Additional benefits for the communities come from employment opportunities provided by these activities. Local communities have also participated in capacity building activities such as training in fire prevention, use of firefighting equipment, and other silvicultural activities. The Central Nursery Garden Doboj in RS has state of the art seedling production facilities and is in full operation. The project supported procurement of equipment for containerized covered root seedlings production. This modern nursery technology allows production of seedlings that are more resilient in worsening planting conditions caused by climate change. There have also been investments in staff training, as well as irrigation system. Another nursery for climate resilient Mediterranean species has been established in Trebinje. In FBiH, re/afforestation and restoration works – including rehabilitation of fire affected sites – have been completed in the area of 488 ha. There has also been an extensive effort to remove and clean illegal dumpsites in forest areas. The total area restored or re-/afforested under the project is 862 ha – of which re-/afforested is 766 ha. The area under enhanced production on state lands (2305 ha) already exceeds the project target. The project has completed 25 demonstration projects on sustainable forest and land management out of the end target of 28. In total, 29 sub-projects projects were related to fire control; well above the end target of 22. There have been savings from favorable currency rate developments and lower project costs. In RS, these savings have been used for equipment for the nursery in Trebinje and procurement of game management equipment. The Federation of BiH there will be an additional call for proposals for demonstration activities. The call has been delayed and is yet to be launched. The activities will need to be implemented under a tight time schedule and there is no room for additional delays.
