STATUS - Overall, the project progresses satisfactorily towards the achievement of its objectives. Targets for construction and rehabilitation of irrigation and rural potable water system are due to be exceeded (hectares of irrigated land, number of persons benefiting from potable rural water). After significant initial delays, most technical assistance and institutional strengthening activities planned under the project are now underway. This positive assessment is noteworthy, given the fact that the regional branches of the Agriculture Public Disclosure Copy Ministry (CRDAs), which represent most of the executing agencies of the project, have been facing a very difficult environment since the start of the revolution, with many crises in rural areas and significant institutional weakening. More than 1,500 contracts have been launched since project start. However, activities have slowed down over the last 12 months: no new sub-project has been launched as there is a substantial chance that they could not be completed by the project closing date. RELEVANCY - The project remains relevant for the World Bank commitment in Tunisia in the post-revolution context. The project contributes to the Driving Objective 5, "Improving access to basic services for underserved communities" at the rural community, by using participatory approaches to promote the efficient management and operation of public irrigation schemes by farmers, and improved access and consumption of drinking water for rural households. However, project design is extremely complex, with a decentralized structure involving 32 executing agencies. RESTRUCTURING - The joint supervision mission confirmed the need for a project restructuring, which will be processed by December 2014 subject to the satisfactory implementation of a safeguard remediation action plan.
