As stated in previous ISRs, the Phase 2 of APL started well after effectiveness, and the project was moving in the right direction as Phase 1 community organizations were maturing and benefiting from aggregation and inter-connectivity activities, and innovating on many aspects of Page 1 of 7 The World Bank Report No: ISR2773 the new model of connecting communities to the local government and private sector, and establishing linkages with two national programs of Gama Naguma and Samurdhi. The Gemi Diriya program was recognized by many at the local, national and international levels, and had won national and international awards for innovation on inclusion, community led Public Disclosure Copy institutions, human resource strategy and livelihood and ICT. However, despite these innovations and results of Phase 1, a major shift in the focus and leadership took place after elections and reorganization of the ministry in April 2010. While the new Ministry basically replaced the previous Ministry of the Nation Building and while there were assurances provided to the Bank throughout 2010 that there would be no change in the project scope and components or in the institutional arrangements, however several pronouncements by the Secretary (who is also chair of the Foundation) and the role played by the Ministry during the past years, has completely changed the direction and scope of the project. The expressed needs of accelerating the integration of the project into the regular government Ministry (while understandable) has created huge uncertainties and halted implementation of Phase 2. The task team had raised concerns about maintaining and sustaining quality and momentum of the project due to this change in the leadership, and flagged these issues in the last two ISRs. Since then the situation has further deteriorated, and the project is now at high risk. The Ministry has taken important unilateral decisions regarding the institutional set-up of the project, role of the Foundation, various components and operational procedures of the project. Recently, the Ministry has made announcement of major restructuring of the project and amalgamation of Gemi Diriya and Reawakening Project, and the Project Director of the RAP has been asked to take over the Gemi Diriya project. These unilateral and ad hoc decisions by the Secretary/Ministry regarding role of the Foundation, appointment of the project Director, scope of the project and community level institutional set-up- have tremendously affected the speed and quality of implementation, created enormous confusion on the ground, demoralized well performing staff and dampened enthusiasm of community organizations and local governments. All of these factors pose a serious threat to achievement of the project objectives and outcomes of the APL. It also poses a serious reputational risk.
