The credit will finance part of the Amman Water Supply and Sewerage Authority's (AWSA) ongoing 1978-81 program which includes extension and improvement to the Amman sewage treatment plant, up- grading of the water distribution and sewage collection system in the munici- pality with special emphasis in low-income areas. The project aims at continuing the development of AWSA's institutional and operational capability. It consists of the construction of approximately 207 kilometers (km) of water mains, laterals and house connections, a 4,000 • cubic meter reservoir and one booster pumping station; construction of ap- proximately 225 km of sewerage mains, laterals and house connections and two sewage lift stations; supply of 15,000 water meters, pipes, fittings, relevant electrical and mechanical equipment and maintenance equipment; consulting ser- vices for construction supervision; and staff training. The estimated number of urban poor to be provided with improved water supplies through this project alone will increase from about 40,000 to 56,000 while sewerage services will benefit about 37,000 low-income users as compared with an initially served 11,000. Per capita expenditures on the urban poor wi 11 be approximately $175 for water supplies and $157 for sewerage services. The project is scheduled for completion in 1980 at a total estimated cost of $33.9 million. The $14 million IDA credit to the Hashemite Kingdom of Jordan will be for a SO-year term, including 10 years of grace. It will be interest free but will carry a service charge of 3/4 of 1% per annum to cover IDA's administra- tive costs . • NOTE: Money figures are expressed in U.S. dollar equivalents. PROCUREMENT: All major contracts financed by IDA will be procured through international competitive bidding in accordance with Bank .guidelines. For bid evaluation purposes, a 15% margin of preference or an amount equal to customs duties, whichever is lower, will be applied in the case of equipment manufac- tured in Jordan. Contracts for civil works, materials and equipment of less than $200,000 and aggregating not more than $1,000,000 will b~ awarded on the basis of local c~~petitive bidding. The water supply materials will need to be procured urgently to expedite the water supply civil works by about three months. AWSA intends to use international com- petitive bidding procedures for this contract and the purchase of water supply material wi 11 be eligible for retroactive financing from the proposed credit up to a 1 imit of $1 • 5 mi 11 i on . CONSULTANTS: Final designs and tender documents for all project components are under preparation by the consulting engineers, Vattenby- ggnadsbyran/Fawzi Associates (Sweden/Jordan),(VBB), and expected to be completed by Ma~ 1978.
