All wastes that were received at the EU licensed facility were incinerated and destruction certificates received by the Project Management Unit (PMU). A results video and feature story has been prepared on the first export: http://www.worldbank.org/en/news/feature/2017/05/12/lebanon-starts-to-get-rid-of-persistent-organic-pollutants-that-endanger-environment-and- health. The second batch of PCB waste for disposal will resume when government lockdown comes to an end. The inventory and testing activities in the electricity sector under the project has been completed. This activity has identified PCB equipment nationwide and consist of: (i) full inventory of all out-of-service and in-service transformers; (ii) creation of a database on the pollution levels of 6/26/2020 Page 1 of 5 Public Disclosure Copy The World Bank Implementation Status & Results Report LB: PCB Management in the Power Sector Project (P122540) PCBs, based on first field testing and subsequently laboratory testing, to confirm the levels of contamination; and (iii) preparation of a PCB contaminated equipment Action Plan. Field work to collect samples were completed in May 2018 with a total of 22,549 transformers surveyed (107% of target). The PCB contaminated equipment and waste management Action Plan has been completed and issued to EDL. mpaTable Multiphase Programmatic Approach (MPA) Status mpaTableBody Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance -- Substantial Substantial Macroeconomic -- Moderate Moderate Sector Strategies and Policies -- Low Low Technical Design of Project or Program -- Substantial Substantial Institutional Capacity for Implementation and -- Substantial Substantial Sustainability Fiduciary -- Substantial Substantial Environment and Social -- High Substantial Stakeholders -- Moderate Moderate Other -- Substantial Substantial Overall -- Substantial Substantial Results PDO Indicators by Objectives / Outcomes EDL transformer recorded in the inventory IN00863277 ►EDL transformers recorded in the inventory (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 22,549.00 22,549.00 21,000.00 Date 01-Jan-2015 29-Jun-2018 29-Jun-2018 01-Jan-2020 107% Achieved. Inventory of PCB transformers was finalized in May 2018 as expected and a total of 22,549 assets have been surveyed (22,492 transformers, 27 capacitors and 30 drums / tanks), exceeding the end target of 21,000. The identified PCB waste has reached about 1,500 tons in total (including PCB Comments: contaminated transformers of 1,130). The PMU informed that there are still about 4,000 transformers that could not be surveyed under the project due to the project budget limitation. The PMU has provided a table with details on locations of disposed PCB contaminated equipment and waste (91 tons) and the number of EDL workers and residents as the project beneficiaries. This number will be increased further when the second shipment of the PCB waste for Comments: disposal (about 226 tons) is completed. The end target was under estimated at appraisal and has been surpassed. The percentage for female beneficiaries is estimated at 50%. So the end target had been wrongly determined and entered before due to a possible misunderstanding of this indicator (for the number of days only). Based on PMU data on the number of days of each training and the number of participants provided recently, the amount of training days was a total of 33 days with a total of 391 participants (among which 164 are female). And this indicator is recalculated as 587 client days by May 31, 2018. The end target is revised as 700 (290 for female) with the PMU's best estimation. The final actual numbers will be provided in the ICR. This change does not warrant a project restructuring. Comments: Trainings and workshops have been provided/organized to the PMU, MOE, EDL, Concessions, Academic sectors, Government institutions, consultancy firms, technical officers and laboratories on PCB inventory and management, hazardous waste management in the light of the experience of the Lebanese and Arab countries, environmental safeguard activities related to disposal of PCB equipment and waste, which are very useful for technical and management capacity building. There was no major training activity during June 2018-April 2019. Therefore, the numbers remain the same as the previous ones. However, more trainings are expected during implementation of the second disposal of PCB waste, including training for EDL technicians, training for concessions technicians and training for MoE.
