They resumed on February 18, 2021. The works for the base camps are already well advanced with a completion rate of 83% for Kaga Bandoro and 92% for Ndélé. Public works equipment has been purchased and transferred to Kaga Bandoro since June 8, 2020. UNOPS has signed the convention with ONM, and all the contracts for the culverts' construction.  Technical studies of Kaga Bandoro-Mbrès-Ndélé and Ndélé-Birao section: After long delays, the consultant recruited for the road section Ndélé-Birao, has delivered the provisional version of the technical study at end of March 2021and is awaiting the administration comment 4/26/2021 Page 1 of 6 The World Bank Implementation Status & Results Report CAR Rural Connectivity Project (P160500) to deliver the final version. UNOPS has recruited a consultant (COMETE/LEGE) to conduct the technical study of the Kaga Bandoro – Mbrès – Ndélé road section. The study has been completed.  Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP): The revision of the ESIA and the preparation of the RAP of the Kaga Bandoro-Mbrès-Ndélé road section have already been completed and clearance granted by the Bank. The ESIA for the North-East area from Ndele to Birao (which crosses the Manovo-Gounda Saint Floris National Park) is financed by French Development Agency (AFD in French). The draft report has been reviewed by the World Bank team revised by AFD and resubmitted to the World Bank safeguard team for review.  Insufficient funds for the Kaga Bandoro-Ndélé-Birao road works: The Government requested, on September 21, 2020, additional financing from the World Bank to cover the financing gap and to scale up the project activities to respond to the needs of the population.  Grievance Redress Mechanism (GRM) Gender-Based Violence (GBV): UNOPS has recruited an NGO (EDEN) to implement the GRM and the GBV in the North East. The sensitization of the population along the Kaga Bandoro-Mbrès-Ndélé road section has started. An environmental specialist and a social safeguards specialist have been recruited within the Project Implementation Unit to oversee the GBV and social aspects of the project. North-West basin: The implementation status of the North West region activities is rated Moderately Satisfactory.  Works of the 500 km of roads in Ouham and Ouham-Pende: The first phase of the High-Intensity Labor works are fully completed.  Implementation status of Socio-Economic infrastructures requested by the population: About 49 socio-economic Infrastructures have been constructed out of 100 planned. Insecurity and the rainy season are challenging the execution of the project in this region.  The mechanical phase of road works in the North West: The recruitment of contractors is expected to start by mid-April and works are expected to start after the rainy season meaning around November 2021.  Technical studies of 500 km of roads in Ouham and Ouham-Pende: The consultant Techni Plan has delivered the draft report of the detailed engineering study which is under review with the Ministry of Public works and the Project Coordination Unit. The final report is expected to be delivered by mid-April 2021. The study was interrupted in December 2020 by the resurgence of insecurity in the country following the 2020 Elections.  Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) for 500 km of roads in Ouham and Ouham Pende: the final reports are expected for mid-May 2021.  Grievance Redress Mechanism (GRM) Gender-Based Violence (GBV) in the North West: AGETIP CAF is collaborating with a national NGO (IDC) for the implementation of GRM and the prevention of GBV. Seven other Civil Society organizations (CSO) support AGETIP in the implementation of LIPW (recruitment of labor, training, sensitization, etc.). The project coordination unit is supervising activities implemented by AGETIP-CAF. Component 2: Project Management and Monitoring & Evaluation  North-East basin: The Government has signed an agreement with UNOPS to implement the works in the North EAST. UNOPS has recruited the critical personnel and has signed an agreement with ONM to manage the North East construction program from Kaga Bandoro to Ndélé. For the section Ndélé-Birao, the same organization will be put in place.  North-West basin: The Government has signed an agreement with AGETIP for the implementation of the works in the North EAST. AGETIP-CAF has recruited an NGO for GBV and GRM. Since August 2018, AGETIP-CAF has hired a social development specialist working with the environmental specialist to monitor the implementation of the project's safeguards measures. The project coordination unit, UNOPS, and AGETIP-CAF must carefully implement all aspects of the project and particularly the aspects related to GBV and GRM in their respective zones.
