Progress on the PPA activities is as follows: 1. Setting up the project coordination unit: The project is anchored in the General Secretariat of the Ministry in charge of Economy and Finance. Under the category B, a project coordination unit has been set up to ensure the day to day management of activities and manage the fiduciary arrangements. The project coordinator, the procurement specialist and the financial management specialist are on board and the process of recruitment of the additional staff is being finalized. 2. Elaborating Project Implementation Manuals: The Preparation Advance financed the preparation of the project operational manual including fiduciary procedures. 3. Conducting Diagnostic Studies and Holding Workshops: The Preparation Advance is financing several studies of key stakeholders (ASCE, General Directorate of Tax, line ministries) to identify their positioning in the governance area and assess their capacity to achieve the project’s developmental goals. These studies are progressing well and expected to be completed by December 31, 2016. 4. Enhancing Budget Information Systems: The upgrade and adaptation of the existing IT systems and their underlying infrastructure are a pre-requisite to integrate the new WAEMU Directives. The Budget Information Systems and the fiscal reporting should be consistent with the new budget preparation and execution framework. Advisory services are being financed with the PPA funds to provide technical assistance and quality control during the entire process of systems adaptation to support mitigating the main risks related to the overall systems development and deployment.
