Management of Forest Resources Component: The overall objective of the mission was together with the Government of Kenya to review (a) the implementation of safeguard instruments (advancing the IPPF into Vulnerable and Public Disclosure Copy Marginalized Group Plans (VMGPs), updating of the Process Framework); (b) the status of implementation of the procurement plan. Despite the delay in the start-up phase, implementation progress has improved following the June 2011 restructuring of the Project. Livelihood Investment Component: The review of the implementation status of sub-projects was carried out for 14 out of 69 (20%) funded projects (through sample visits of randomly selected sub-projects). Focus was given to the issues of procurement, financial management, and/or value for money as well as environmental compliance and the technical assistance and oversight provided by the Livelihood Component Secretariat (established in the WRMA Regional Office) and associated Partner Agencies. The majority of the visited sub-projects have completed their workplans and disbursed most of the funds they received. These VMGPs are ready to be implemented following the completion of technical training of the community committees. With respect to the VMGP for Mt. Elgon, progress has been delayed, following a request of the Ogiek community, considering the (independently) ongoing "Whakatane Assessment" led by IUCN and Forests Peoples Programme. The updated Process Framework (PF) is currently being finalized and - following final editing - will be disclosed withing the first quarter of 2012. Major works contracts (Investment Center at KFS HQ, office/lecture building for the Forestry Department at Moi University and a conference facility at Kenya Forest College) are close to completion with hand-overs for the three sites expected before the end of January 2012. The delay of important consultancies (e.g. the facilitation of a Inter-ministerial Task Force on Land issues, the REDD+ Coordination) has been recognized by the implementation agency with a commitment to have the consultants on board by January 31, 2012.
