We refer to the Loan Agreement of even date herewith entered into between The Independent
State of Papua New Guinea (the Borrower) and the International Bank for Reconstruction and
Development (the Bank) (the Loan Agreement), for the Road Maintenance and Rehabilitation Project.
For purposes of Section 4.02 of the Loan Agreement, the Borrower will implement the time
bound action plan set forth in the Annex to this Letter.
