Progress towards the Project Development Objective is mixed. In terms of quality, preliminary data indicates that the percentage of 6th graders enrolled in FTS scoring in or above level two in math is up (41.3% as of November 2014, compared to a 35.4% baseline; end target is 45%), but the percentage for reading dropped from a baseline of 65.9% to 48.2% (end target is 72%). Results in equity and internal efficiency are more positive: the 5th grade gap in repetition between the 1st and 2nd quintiles and the 5th dropped from 6.8% in the baseline to 6.5% in July 2014 (end target is 5.7%), while the number of students from the two lowest quintiles enrolled in FTS increased to 1381 (end target is 5600, baseline was 0). The Uruguayan Government made a request for restructuring the project on November 28, 2014, which was approved by the Bank on December 1, 2014. The main changes to the Project and rationale are: a) Amendments to the results framework to: i) update baseline data that was not available at Appraisal and ensure the comparability of indicators throughout time; and ii) adjust targets according to the new baselines.
