Specifically: Component 1: Strengthening Capacity for Management of Public Resources: 4/6/2021 Page 1 of 9 The World Bank Implementation Status & Results Report Federally Administered Tribal Areas (FATA) Governance and Policy Program (P156412) (i) The project has engaged Khyber Pakhtunkhwa (KP) Public Procurement Regulatory Authority to deliver trainings on Procurement and Contract Management for Officials serving in merged areas. A total of seven trainings, including one Orientation/Launching Workshop and seven district level trainings, are currently planned. A total of 192 trainees, including 19 women, have participated in four training workshops organized by the project on Public Procurement & Contract Management. The 6th face to face training under the program was completed in Lahore on March 19, 2021 for South Waziristan District of the Merged Area. (ii) The project is supporting the Finance Department (FD)-Merged Areas to extend the Integrated Financial Management Information System (IFMIS) to Merged Areas. Information Technology (IT) equipment and peripherals have been provided to all seven District Finance & Planning (F&P) Offices. Institutional Capacity Assessment & Gap Analysis have also been completed, and the findings disseminated among all the stakeholders. (iii) The project has also sought approval of a training program for Drawing & Disbursement Officers (DDO) from the FD, with an estimated cost of PKR 27.22 million. The training program will be executed through Pakistan Audit & Accounts Academy (PAAA) and will cover areas such as General Financial Rules (GFR), Treasury Rules, Regulations related to Payroll & Allowances, New Accounting Model, and other finance functions. Memorandum of Understanding (MoU) between PAAA and the Finance Department Khyber Pakhtunkhwa (FD-KP) has already been signed by the FD on March 16, 2021. The DDO training activities will most likely commence in early April/May 2021 with the provision of IT equipment and furniture to PAAA. Component 2: Improving accountability for public investment management and service delivery: (i) The project is supporting the Planning & Development Department (P&DD) in performing GEO-tagging of schemes approved in Annual Development Plan (ADP) of 2018-19 and 2019-20 of KP, as well as all public infrastructure assets on education, health and water supply schemes along with the establishment of District Geographic Information System (GIS) Cells in merged areas of KP. Bidding for the procurement of IT equipment for the District GIS Cells has been initiated to expedite the process. The District GIS Analyst and his team have already assumed charge in their respective Merged Districts during February 2021. However, geo-tagging of public infrastructure assets has not yet started. Further progress on this front will be provided in the next Implementation Status and Results Report (ISR). (ii) The project is implementing a program for developing the capacity of officials serving in merged areas, with focus on Project Management, Monitoring & Evaluation, Planning and Financial Management, through Institute of Business Administration (IBA) Karachi, Lahore University of Management Science (LUMS), Association of Charted Certified Accountants (ACCA), and Pakistan Audit & Account Academy (PAAA). A total of 368 government officials, including 65 women, have participated in 12 trainings sessions on Public Procurement, Gender Mainstreaming, Public Planning, Project Management, and Monitoring & Evaluation. Nominations for 13 Finance Officials from merged districts have been approved for participating in the second pilot batch of ACCA’s Public Financial Management - Professional Accreditation Program. (iii) The project has provided support to the Right to Public Service (RTPS) Commission for extension of Right to Service (RTS) to the Merged Areas by establishing its offices in all seven Merged Districts. The support includes human resource, relevant training to the staff, provision of equipment and other necessary support for creating awareness, and to extend RTPS to the merged areas. All district RTS Offices have been fully equipped and operationalized in Merged Areas of KP. RTS Offices in Merged District are monitoring and reporting data of notified service delivery for their timeliness and compliance with the RTS Act. The Line Departments and District Administration has received 70,740 Service Requests, of which 61,907 services were provided on-time while response for 8,833 requests went beyond the required (pledged) time. Additionally, RTS has received 181 complaints from Merged Areas through Integrated Grievance Redressal System (IGRS) till March 15, 2021. (iv) In addition, the project has convened seven district level awareness sessions regarding RTPS and a total of 427 individuals, including 161 Head of line departments & district administration and 266 Notables, have so far participated in these district level awareness sessions. (v) A training program comprising two batches of 50 Planning Officers from the merged districts of KP has been completed. 50 planning officials – including four women, have participated in the two batches organized through the Pakistan Institute of Management. (vi) The Government of KP has extended the Right To Information (RTI) Act to merged areas of KP. A Concept Note (CN) with a budget of PKR 18 million has been approved to the RTI Commission to expand the outreach of RTI to merged areas of KP. Establishment of three Offices of RTI at the Divisional Level, along with the procurements of goods under approved CN, has already been initiated. Component 3: Project implementation has improved significantly: The Operation Support Unit (OSU) is adequately staffed with all key personnel on board. The team has submitted progress reports on time (despite Covid-19) and continues to meet the deadlines for submission of relevant financial reports, such as the Interim Financial Reports (IFRs).
