The upgrading of the Sveneti-Ruisi section successfully contributed to a reduction of 33% in travel time and a reduction in vehicle operating costs, which have been reduced for cars from US$0.20 per veh per km to US$0.17 and for trucks from US$0.76 to US$0.71. Besides, the implementation of road safety improvement works along the completed sections of the highway contributed to a reduction in road crashes, as the road fatality rate per 10,000 vehicles on E60 corridor from Senaki to Tbilisi was reduced by 43%, exceeding the final target of 30%. The only pending activity under the initial project financing is the testing of the Rikoti Tunnel electromechanical and fire protection equipment. The new water pumps and fan engines are now delivered and tests are expected to take place by mid-December 2014. As for the Ruisi to Agara bypass financed under the additional financing (2012-2015), RD and the supervision consultant confirmed that the Contractor is now on target. In October 2014, 8kms of road were opened for traffic and the largest bridge is now completed. The implementation progress is satisfactory as 60 % of the total pysical works is now completed. The standard of the built works continues to be acceptable and the project is now on track to achieve its Project Development Objectiv. A remedial action plan to address the environmental compliance issues was agreed on and is being implemented and most of the civil works are now in compliance with the environmental management plan. As for the institutional support provided to Georgia on road safety, a workshop, facilitated by the International Road Safety Advisor, was held in June 2014 with RD and the Patrol Police and a decision was reached on ways to improve the road accidents database and develop a new statistics template. To build the capacity of RD and the Police, it was agreed that they would participate in a study tour to the UK to learn from their counterparts about the analysis of road accidents statistics and development of countermeasures. Noting the improvement in most indicators, the risk level can be downgraded and the implementation progress can now be rated moderately satisfactory.
