The subcomponent 1.1 will support the acquisition of life skills and strengthening SRH education through girls’ and boys’ clubs and community outreach strategies. The government is preparing the TOR to select an institution to design and support the implementation of the key activities. The pilot of the intervention will be conducted in February 2022 and the implementation of activities are planned to start in September 2022. The design of the instrument and the survey to measure the improvement in life skills will be conducted by another firm. The government team is working with the Bank WASH group to conduct a survey to assess the conditions of infrastructure of schools, select an engineer to strengthen the government management capacity, and start the preparation of construction guidelines. Component 2: Tackling Learning Poverty (IDA US$7.27 million, GPE US$0.70 million equivalent). This component will tackle learning poverty in STP by: (i) increasing school readiness in preschool; (ii) promoting effective teaching of literacy and numeracy in grades 1–6; (iii) improving the country’s teacher management system; and (iv) promoting school leadership and accountability. The government has already contracted the Programme d’analyse des systèmes éducatifs de la CONFEMEN (PASEC) that will be conducted in 2021 and 2024 in grades 2 and 6 and the National Student Learning Assessments that will be carried out annually in grades 2, 4, 6, 9 and 12 with the support of the Centro de Políticas Públicas e Avaliação da Educação (CAED) from Brazil. CAED will also build the capacity of MEES to conduct formative assessments in all grades. The activities will begin implemented in February 2022. Component 3: Reaching the Most Vulnerable (IDA US$0.39 million, GPE US$0.75 million equivalent). The component will support targeted interventions to prevent students from dropping out and to promote their success in school. The government is preparing the TOR to select an institution to design the intervention to promote the provision of targeted support to low-performing students who are at risk of failing and dropping out—promoting their learning, reducing the likelihood that they will drop out, and increasing the likelihood that they will succeed in school. Component 4: Project Coordination, Monitoring and Evaluation, and Capacity Building (US$2.19 million, US$0.25 million equivalent). The MEES has recruited a Project Coordinator, a Monitoring and Evaluation specialist, a Safeguards specialist and an international Project Management specialist by March 2021.
