The overall disbursement rate has reached 60.36 % where significant progress comes under the project’s second component, Strengthening the non-technical environment of the INS. Preparatory works for the Enterprise Census are ongoing while activities under the Population and Housing Census remain at 50 % progress - due to inactivity under the project component. The recruitment of a senior procurement specialist has helped expedite project procurement activities. Computer and other office equipment for INS directorates have been purchased; the INS training room has been furnished with computers, printers, photocopiers and scanners; and a resident engineer who follows up on the construction works is hired. Below are details of each main activity under the project. Activities under the Population and Housing Census remain at 50 %. Pilot mapping was conducted and partially completed. Mapping tools have been validated, brigade chiefs have been trained and generator for the Census server room has been purchased. However, there is a blockage, due to non delivery of the application by a company recruited by the Client, that has prevented the completion of a core activity of the census such as cartography. The project also supported the Census bureau by continuously paying its rent from April 2015 - 2018. Activities under the Enterprise Census are ongoing and all the technical documents it needs including the budgeting, methodological documents, procedural manuals and detailed activities plan have been prepared; and activities under the Population and Housing Census remain at 50%. Construction of the INS office: The construction of the INS office building is progressing. Works are delayed by three months and are expected to be completed by the end of November, 2018 instead of the previously planned schedule of August 30, 2018. 82 % of the works have been completed and the disbursement rate is 70 %. Remaining works include the finalization of: facade; false ceilings; light weight partitioning’s and paintings. General building cleaning and site clearance activities are expected to be started during the month of November. Education and training: The project has helped train 202 INS staff (44 females) on different types of statistical activities. This includes softwares training including SPSS, STATA, R and CSPRO (Computer Assisted Personal Interview (CAPI version)); econometrics; and in-depth trainings on how to develop notes on economic situations, programming and monitoring statistical activities, calculation of indices (including index of external trade and industrial production), survey practices, national accounts and introduction to demographic methods. A two year training scholarship was given to 23 Congolese students including 5 women in the National School of Statistics and Applied Economics in Abidjan. Out of these students, eight have continued their studies to become engineer statisticians, 14 are working on the current poverty survey conducted under the support of the PDS project and one is working at the INS branch office in Lubumbashi. The project will close on April 30, 2019, and activities have to be fast tracked, finalized and delivered before the project closing date. To facilitate a smooth project closure, the task team proposes budget transfer from the Population and Housing Census to support the Enterprise Census developments.
