For purposes of paragraph 6 (a) of Schedule 4 to the Credit Agreement, the Borrower will monitor and evaluate on an ongoing basis, in accordance with the indicators set forth in the Annex to this Letter for carrying out the Project and achieving the Project’s objectives. Very truly yours, FEDERAL REPUBLIC OF NIGERIA By /s/ Adamu Ciroma Authorized Representative Annex Performance Indicators Outcome/Impact Indicators I) To reduce the spread of the HIV/AIDS Infection: a) By 2005, HIV prevalence rate as measured among pregnant women not to exceed 8% b) By 2005, reduction in HIV prevalence among core transmitters ( CSW and STD patients) by 25% in relation to baseline. c) By 2005, increase the proportion of the population 15-49 who report using condom in their last sexual intercourse from 6.5% to 20% among women and from 15% to 30% among men. d) By 2005, increase the proportion of men and women who reduced the number of their sexual partners in response to perceived risk by 25% in relation to the baseline. e) By 2005, increase the median age at the first intercourse to 17 years of age. f) By June 2002, a HIV/AIDS monitoring and evaluation framework designed and baseline surveys conducted. Page 2 II) To reduce the impact of HIV/AIDS on those infected and their families a) By 2005, increase by 20% in relation to the baseline, help to households caring for orphans. b) By 2005, increase by 20% in relation to baseline households receiving help in caring for chronically young adults. Output indicators: I) Capacity Development: a) AIDS National program effort index (API) is improved b) Annual HIV/AIDS summit open to representative of the civil society and external partners is convened c) Annually, a national HIV/AIDS report is produced and disseminated d) Action plans and contracts are signed with the implementing partners e) SACAs and SPTs are set up and functional in relation to the plans f) Disbursements from the Special Accounts are timely and processed accurately g) By December 2001, SPTs fully functional in 6 States and in 18 States by 2005 h) AIDS State program effort index (API) improved. i) Annual HIV/AIDS summit is convened and a State HIV/AIDS report is annually produced and disseminated. j) Proposals for financing are approved and contracts are signed quickly and efficiently. II) Expanding the public sector response: a) By June 2002, at least four Federal and State line Ministries are implementing actiplans, at least 10 by 2005. b) Output indicatiors, specific to the line Ministry improve. III) HIV/AIDS Fund and Community- Mobilization: a) CSOS Present a large number of proposals for financing b) proposals are approved and implemented quickly and efficiently c) output indicators specific to the proposals improve.
