Implementation Status and Key Decisions
The project has achieved several milestones. The Project Management Unit is adequately staffed, trained, and functioning well. The inter-ministerial
Project Evaluation Committee has met twelve times since October 2018 and is functioning smoothly. There is good alignment of the Public
Investment Management (PIM) and Public-Private Partnerships (PPP) processes and operations. The consulting firm EPTISA is on board and has
started preliminary work on feasibility studies and transaction advisory for nine of the eleven sub-projects assigned to it. The consulting firm
EcoConserv is on board and has started work on the first ESIA for the Barikab Food Park. Technical assistance and capacity building activities for
both PPP and PIM are underway. Speedy completion of the remaining procurements of consulting firms will be critical for the development of the
sub-project pipeline and for the overall implementation and success of the Project.

The PPP Law was revised (through a process led by the IMF) and approved by the Cabinet on September
5, 2018. The CPA has also drafted the PPP Regulations has been finalized and submitted to the Cabinet

The intermediate indicator “Number of institutional development recommendations (implemented)” with a
baseline of 0 and target of 10 was further defined in April 2019. Ten institutional development
recommendations were proposed as follows:
1. Establishment of PMU and staffing of key PMU positions
2. Establishment of IPPF as a line item in GoIRA annual budget
3. Formal establishment of PEC for PPIAP
4. Formal approval of Terms of Reference for PEC
5. Regular quarterly meetings of PEC for PPIAP held
6. Recording and timely circulation of minutes for all PEC meetings
Comments: 7. PPIAP sub-projects are in compliance with the PPP Law
8. PPIAP sub-projects are in compliance with latest PIM processes
9. PPIAP fiduciary processes are in compliance with Project Procurement Manual and Project FM
Manual
10. PPIAP GRM is implemented and has started collecting sub-project level grievances
Recommendations 1, 2, 3, 4, 5, 6 and 9 have been fulfilled. Recommendations 7 and 8 have been met so
far; however, this ISR will not record these as "met" until evidence of continued compliance over the next
few months is available.

This intermediate indicator will count both Foundation and Advanced certifications. Till date all
certifications attained have been Foundation certifications. For candidates that proceed to obtain
Advanced certification, their Foundation certification will not count towards this intermediate indicator.
Comments: The baseline is changed to accurately reflect that, as of the Project approval date, 29 GoIRA staff (of
which 11 CPA and 2 women) had successfully completed the CP3P Foundation Certification with
financing from the Project Preparation Grant. Since approval, another 21 GoIRA staff (of which 6 women)
have successfully completed the CP3P Foundation Certification under the Project.
