As part of system’s strengthening the Social Protection Directorate of the Ministry of Gender, Children and Social Protection, which leads the effort to coordinate and monitor Social protection efforts in Ghana has been fully staffed and has facilitated two National Social Protection Dialogues and 4 Social Protection Sector Working Groups which bring together key stakeholders within the SP sector. The Directorate has also begun to design a Monitoring and Evaluation Framework for Social Protection. The development of the Social Protection Implementation plan is underway and is expected to be completed by June 30, 2017. The draft Social Protection Bill was submitted to the Attorney General’s office in September 2016 and awaits final comments prior to being submitted to Parliament by June 30, 2017. A Single-Window case management system has been proposed for the five SP flagship interventions – the Livelihood Empowerment Against Poverty (LEAP) cash transfers program, the Labor-Intensive Public Works (LIPW) program, Ghana School Feeding Program (GSPS), Education Capitation Grant and the National Health Insurance Authority. The idea is to reduce the burden on the beneficiaries in terms of their ability to make complaints or ask questions about the SP programs, as well as update their family circumstances. Additionally, given that these interventions, for the most part, serve the same client, a common case management system reduces duplication and provides cost and operational efficiencies. As a first step, a concept note has been developed after consultations with call center service providers to develop a call center that will service beneficiaries for these interventions. Two toll-free hotline numbers have already been purchased. The call center is expected to be launched by June 30, 2017. Data collection for the Ghana National Household Registry (GNHR) was completed for 131,684 households in the Upper West Region by December 3, 2016. While data cleaning and analysis is being finalized, preliminary results indicate that approximately 57% of the households have been categorized as extreme poor, 23% poor, and 20% non-poor. Preparations are underway to collect data in the Upper East Region slated to begin in May 2017. The development of data sharing protocols are underway, and once approved data will be shared beginning with the LEAP program by May 2017. The GNHR is also re-engaging with the National Identification Authority to discuss ways in which the two organizations can collaborate on the collection of biometric data. Project Component Two: Labor Intensive Public Works Implementation and Capacity Building. Since project inception, 166,725 unskilled persons have been employed out of which 60.9 percent are women A total of 615 subprojects have been completed with 11,644,043 person-days employment provided that has yielded an average earning of GHc451 per unskilled worker since inception. A total of 52 coaches, 183 client supervisors, 284 small scale construction firms, 673 contractor supervisors, and 179 Climate Change Focal Persons have been trained. LIPW practitioners’ manuals for small-earth-dams and dugouts and for feeder roads have been published and distributed. A total of 623 subprojects have been completed to date, comprising 110 climate change adaptation projects, 251 feeder roads, 214 small earth dams and dugouts and 40 social infrastructure projects. Project Component Three: Livelihood Empowerment Against Poverty (LEAP) Implementation and Capacity Building. The number of registered households from all districts in the country at the end of December 2016 was 213,048 made up of 943,842 direct beneficiaries with 56% female. The program disbursed cash grants to 212,919 households in November 2016 using the Ghana Interbank Payment and Settlement Systems (GhIPSS) electronic payment platform. The program also engaged stakeholders to review the Independent Monitoring Checks tools to reflect the current status (electronic) of the LEAP program. The objective of the IMC is to generate data on LEAP beneficiary’s satisfaction and understanding of the program by various stakeholders. Project component four: Project Management and Coordination. Monitoring and supervision visits were on-going throughout the period and technical reviews provided feedback to improve implementation. Closer process monitoring and reviews, and a shift towards electronic payments were pursued to enhance achievements of component objectives. Community Focal Persons were appointed and trained to facilitate speedy and transparent resolution of complaints and grievances at the local level. Major procurement activities were under the GNHR, including pickups, motorbikes, laptops, furniture. Additionally, assorted office supplies were procured for the SP directorate to enhance their program monitoring.
