Silveria Jacobs Prime Minister Ministry of General Affairs Government of Sint Maarten Philipsburg, Sint Maarten Dear Excellency: Re: Sint Maarten: Emergency Income Support and Training Project (Grant No. TFOA8265) Amendment No. I to the Grant Agreement We refer to the Sint Maarten: Hurricane Irma Reconstruction, Recovery and Resilience Grant Agreement, as amended to date, for the above-referenced Project, between Sint Maarten ("Recipient") and the International Bank for Reconstruction and Development ("World Bank") (acting as an administrator of Sint Maarten: Hurricane Irma Reconstruction, Recovery, and Resilience Trust Fund), dated August 6, 2018 ("Grant Agreement"). Reference is also made to your letter requests, dated July 19, 2021, and dated September 30, 2021 respectively, requesting the World Bank to make certain amendments to the Grant Agreement. We are pleased to inform you that, after due consideration, the World Bank concurs with the Recipient's requests to amend the Grant Agreement. Consequently, we propose to amend the Grant Agreement in respect of the provisions as follows: 1. Part 2 of Schedule 1 shall be deleted and replaced with the following: (i) Development of a social registry, consisting of: (a) preparation for and development of a socio-economic assessment, including designing and developing the survey instrument or other complementary or related methods for collecting information, training enumerators, and collecting data, to map and georeferenced the population and its socioeconomic needs such as, inter alia, employment, housing, access to utilities, health care, and education; and 1954,0 St.,eet N W.. Silveria Jacobs -2- December 22, 2021 (b) development and management of a social registry, populated with data including those generated from the socio- economic assessment in paragraph (a) above, to support the Recipient in better coordinating social programs, and responding to disasters and other shocks, including the EISTP. (ii) Strengthening the delivery of employment services through enhancing technical capacity of the Recipient to monitor labor outcomes." 2. The table in Section IV.A.2 of Schedule 2 shall be deleted and replaced with the table provided in Attachment 1 to this Amendment Letter ("Amendment Letter") 3. The table in Section IV.B (i) (c) of Schedule 2 shall be deleted and replaced with the table provided in Attachment 2 to this Amendment Letter. 4. The Closing Date in Section IV.B.4 of Schedule 2 shall be revised to read as "February 28, 2023". All terms and conditions of the Grant Agreement that have not been amended hereby shall remain unchanged and in full force and effect. Please confirm your agreement to the foregoing amendments by signing and dating two originals of this Amendment Letter and returning one fully signed original to us. The provisions of this Amendment Letter will become effective as of the date of your countersignature, upon receipt by the World Bank of one fully countersigned original of this Amendment Letter.
