The project was approved by the Board of Directors on January 29, 2013 and was declared effective on July 15, 2013. Project restructuring and an Additional Financing in the amount of USD40 ml, to increase the scope of the project, was approved by the World Bank Board of Directors on July 31, 2015. The Project Development Objective remained the same as in the original project. The restructuring included: (a) removal (at the request of the MOTC) from the project the pilot on routine maintenance through microenterprises; (b) exclusion of the financing of the acquisition of a road asset management system database, including installation and training for ARD personnel for the use of said database (to be financed by the ADB); and (c) extension of the project closing date from June 30, 2017 to December 30, 2019. The project results framework and the monitoring indicators was revised to reflect the increased scope of the Project. There are no changes to the implementation arrangements. In the 27 months of implementation, the project disbursed US$34.27 mln, which represents 76 percent of the Loan Amount. This is a result of a steady progress of Component 1, with nearly 200 km of lifeline roads rehabilitated as of October 30, 2015. Activities under Component 2 are also progressing: (i) Road Financing Study was prepared and presented to the GoA in April 2015. The Study was consequently finalized in August and made publicly available through the website of the MOTC in October 2015; (ii) Performance Based Contracting Study and Design of the PBC Pilots - the draft of the Performance Based Contracting Study Report was prepared, and is currently being reviewed and finalized; (iii) Social Monitoring and Evaluation Study for the Y1-Y2 program was prepared.
