Overall, implementation progress has been slow, but the MoGE remains committed to taking necessary steps to expedite implementation. In terms of components, some notable progress has been made particularly towards the achievement of Year 1 Disbursement-linked Indicators (DLIs). Component 1 (Improving the quality of teaching and learning). This component has two sub-components addressing two conditions that are critical for supporting student learning: teacher quality and access to quality textbooks. 5/8/2019 Page 1 of 9 The World Bank Implementation Status & Results Report Zambia Education Enhancement Project (P158570) Sub-Component 1.1 - Strengthening teachers training system: The two Year 1 DLIs, which include a baseline survey and a diagnostics study to identify difficult topics in the teaching and learning of Math and Science at primary and lower secondary have been completed and are being verified by the Independent Verification Agency (IVA). Technical task forces to develop the material for teacher training based on the findings of the diagnostic study have been constituted. A team of Zambian experts on teacher training will visit Shanghai Normal University (SNU) in China to learn from China’s experience/actions in improving student performance on the Program for International Student Assessment (PISA) test in mathematics and science. The objective is to learn from the Shanghai experience and apply these lessons in the Zambian context. A technical partnership with SNU is also envisaged. Sub- Component 1.2- improving textbook availability: Activities faced delays because there was limited coordination among responsible units within MoGE- Curricula Development Center (CDC), Procurement and Supply Unit (PSU) and Directorate of Standards and Curricula (DoSC)). Coordination has since improved, and progress is starting to show. MoGE management is working to recover the time lost, the Director of Standards and Curriculum leading efforts to ensure there is proper coordination among various units involved so that implementation is accelerated. An integrated implementation plan that clearly outlines the intended reforms as well as mapping out the responsible units for the intended reforms under this component has been developed. Component 2- Increasing equitable access to secondary education: progress has been commendable. Construction of phase 1 package moved expeditiously in all 82 sites, with 63 sites reaching the target for achieving Year 1 DLI. However, due to insufficient funds (realized from achieving Year 0 DLIs) and lack of alternative funding, many sites could not be completed. Delays in contracting of the Independent Verification Agency (IVA) worsened the situation and as such, phase I is now expected to be completed by June 2019. More than 60 percent of the science benches which will be installed in the new schools have been produced and the manufacturing of school furniture has also commenced. Component 3- Enhancing planning, management, and monitoring and evaluation capacity and project coordination: Implementation progress under this component has been slow because of transfers of officials at senior level. However, some activities have been completed including the preparation of the national strategy that outlines how the proposed upgrading of Education Management Information System (EMIS) will be established and how the the Business process which seeks to define EMIS requirements for each Directorate in the ministry has been developed. The terms of reference for the Data Management Committees who are responsible for managin EMIS data at various levels in the education system including schools, districts, provinces have been developed with training plans developed and the assessment of schools with and without coordinates have also been developed. Delays in implementing some activities such as the development of a project monitoring information system (PMIS) for project monitoring are mainly as a result of the delay in procurement processes.
