It will demonstrate to policy makers the effectiveness of a crafts- based cluster approach to poverty alleviation and to improve living conditions for weavers and embroiderers (especially women and girls) and their families in targeted communities in Punjab and Sindh. The project aims to assist an estimated 2,600 vulnerable artisan families/households, especially targeting women headed households, at the bottom of the pyramid to help them rebuild their lives, access sustainable livelihoods through establishing their own artisan institutions and consequently achieve arobust economic and social empowerment. With an average family size of 7 individuals in each household in the project areas, the project is expected to benefit an overall population of about 18,200 individuals. The key points are summarized below: Partnerships: IHT has developed and finalized a document outlining the criteria for the eligibility of Implementing Partners (IP), and has invited Expression of Interest (EOI) from prospective partners in Punjab and Sindh via an advertisement in newspapers. Based on Bank’s NOL, IHT is in process of finalizing contracts with various NGOs which will be working as Implementation Partners. IHT is also exploring a possible partnership with the Smithsonian Institution, Washington DC for design and market development support. Institutional building, and skill development: Field level activities have been initiated in Bahawalpur district of Punjab province. 348 artisans have been identified and linked to the project through a series of ‘Beneficiary Selection and Skill Assessment’ workshops. 11 Artisan Groups (AGs) have been formed. Core Technique workshops have been conducted covering all registered Artisan Groups in Abbas Nagar, Basti Jan Muhammad, Ahmad Pur East, Basti Hakkra, Basti Balouchan, Basti Hashmeera I&II, Basti Fazil, Goth Mehroo and Dera Gobind. Following these workshops, a two day ToT workshop was organized bringing together selected artisans from registered AGs for a more focused training and skill building session with the objective of creating a pool of grassroots trainers. Field activities in Muzaffargarh have begun as well, and one skill development workshops has been organized so far. Exploratory activities aimed at assessing presence of artisans, mapping skills and introducing the RANG program are underway in other districts. The hiring process for an Institution Building Consultant is underway – ToR has been developed, EOI invited, and short listing completed. Contract is expected to be awarded soon. Marketing support: The project carried out a market survey to assess existing trends, understand consumer buying behavior, gaps and opportunities for RANG’s products. To weave these insights into a marketing strategy, the project, after due process, hired M/S Media Gurus, a ‘Marketing support and technical assistance’ consulting firm. IHT also advertised the position of Marketing Specialist, and after following due process, has recruited the officer.. Furthermore, The project team participated in the Lotus Bazaar festival organized by Asian Heritage Foundation (AHF), Self Employed Women’s Association (SEWA) and the Smithsonian Institute. The festival showcased cultural and creative heritage of South Asia’s artisans, and provided opportunities for artisan groups to establish market linkages. Project Management: Most of the staffing needs have been made. The project team now consists of a design-cum-marketing specialist, a fashion designer, a value chain expert, fiduciary team as well as provincial coordinators for Punjab and Sindh. The project manager has recently left the organization and IHT is currently looking for a replacement. IHT also faced a few challenges in finding the right designers to staff Rang Project Design Studio, but eventually managed to overcome them by hiring a senior designer and two junior designers. Terms of Reference for hiring services of an external audit firm have been prepared, and EOI advertised. The process for hiring an internal auditor is underway. Monitoring & Evaluation: IHT has identified a consultant (M/s FCG Human Capital Pvt. Ltd.) to carry out the baseline study, and awarded the contract. IHT has also prepared the Request for Quotation (RFQ) and scope of work for Web development, Content Writing and MIS and invited bids for the same. The contract is expected to be awarded in the coming months.
