Good outputs have been achieved on improving fiscal policy, the capital budget, accounting and financial reporting, and the financial sector. These include a new revenue forecasting model, a number of implementing regulations on the Budget Law (on fiscal transfer formula for local governments, on the financing and monitoring of capital projects, on budget transparency etc.), draft laws on accounting and auditing, Page 1 of 4 The World Bank Report No: ISR9976 an internal audit charter, and a new deposit insurance law that was approved by parliament in 2013. Progress has been more limited on social protection and on some of the activities in the financial sector. The main thrust of the social protection component, to support the implementation of a Proxy Means Test (PMT) based poverty targeted cash transfer, has not been implemented because of a lack of government ownership. There are also no plans by the Government to introduce a poverty targeted cash transfer program in the near future. The PMT database however, has been developed and is expected to be used for targeting other poverty programs, such as the Food Stamps Program, and for better targeting Public Disclosure Copy government services.
