The Mission Team observed that project activities have accelerated over the past six months. Disbursement increased from US$ 3 million in September 2013 to US$ 7 million (or 24%) in March 2014. The Mission Team visited all Vocational Training Centers (VTCs), except for Kibari VTC and confirmed that most construction will be completed by the end of July. Training for the cohort of students in 2014 is Page 1 of 6 The World Bank Report No: ISR13620 expected to commence in September 2014 as scheduled. Below is the progress made by component. Component 1- All construction, except for Kibari VTC, has already started after signing all contracts for construction and rehabilitation of VTCs in December, 2013. Further, equipment contracts for seven out of ten VTC lots have already been signed. The remaining three contracts are already in the process of being signed, and the equipment is Public Disclosure Copy expected to be available at the facilities by September 2014 at the latest. The government may change the location of Kibari VTC. Component 2 – A monitoring and evaluation mechanism, including supporting software, has been developed. WDA is now collecting data which will be fed into the Management Information System. One of the studies, a literature review on TVET, is in final draft. Component 3 – Two cycles of Skills Development Fund resulted in 1,890 enrollments and 1,331 completed SDF trainings both of which exceeded the project targets of 1,475 enrollments and 1,254 completions in 2013.
