Implementation Status and Key Decisions
Although project performance has been improving, overall progress is still substantially behind schedule. The management effectiveness of marine
conservation areas has begun to improve and work is ongoing at the village level to develop and update coastal resource management plans,
establish village information centers, and strengthen surveillance and control of illegal and destructive fishing practices. The development of
sustainable enterprise alliances to help promote community livelihood and economic benefits in tandem with healthy ecosystems is still only in the
early stages of implementation. The upcoming transition from district to provincial management of coastal waters as a result of Law 23/2014 will
require restructuring of some project activities and institutional arrangements and may cause further implementation delays in the short to medium-
term.
