Dear Mr. Zhamaubayev,

              Re: Kazakhstan: Social Health Insurance Project - Loan No. IBRD 8617-KZ
                               Partial Cancellation of Loan Proceeds

        We refer to the Loan Agreement (“Loan Agreement”) between the Republic of Kazakhstan
(“Borrower”) and the International Bank for Reconstruction and Development (“Bank”) dated November 1,
2016, for the Social Health Insurance Project (“Project”), pursuant to which the Bank has extended the above
captioned loan (“Loan”), and to the letter # 005-DT/18-I from the Ministry of Finance dated January 5, 2022
and received at the World Bank Country Office in Kazakhstan on January 12, 2022, requesting cancellation
of an uncommitted amount of the above-captioned Loan.
        In view of the foregoing, and in accordance with the provisions of Section 7.01 of the General
Conditions for Loans applicable to the Loan Agreement, the Bank hereby cancels, as of January 12, 2022,
the amounts allocated to the Categories set forth in Section IV.A.2 of Schedule 2 to the Loan Agreement as
follows:

    -   an amount equal to US$ 1,705,900 from Category (1) Non-consulting services, Consultants’
        Services, and Training for Part 1 of the Project;
    -   an amount equal to US$ 32,694,100 from Category (2) Goods, Non-consulting services,
        Consultants’ Services, and Training for Parts 2 and 3 of the Project, and Operating Costs for Part 3
        of the Project.

        The withdrawal table set forth in Section IV.A.2 of Schedule 2 to the Loan Agreement has been
revised accordingly and the revised withdrawal table is attached to this letter.
       The amortization schedule set forth in Schedule 3 to the Loan Agreement, is being revised by the
World Bank as a result of the cancellation, and the revised figures will be sent to you shortly.
