The project has made good progress towards meeting the PDO by completing most of the activities. Both entities have regulations, upgraded laboratories, registries and inspection systems, which have not only enhanced the efficiency and effectiveness of the provision of agricultural services, but also put in place, in a large measure, institutional arrangements, systems and controls, and reporting mechanisms that are pre-requisites for accessing support under EU IPARD. These entities have also commenced making agricultural payments based on records from digital farm and client registers not only making the implementation of the agricultural support programs more efficient but also moving towards an IPARD-compliant system of grant administration. As a consequence of the above, the project agencies have been able to accelerate the eligibility of the entities to access IPARD support from EU, including being able to export honey, potatoes, and aquaculture to the EU market.
