The Project has successfully inaugurated Phase 1 investments in Saddar and Korangi and is expected to inaugurate investments in Malir in the coming weeks. A comprehensive plan for operations and maintenance of the People’s Square and underground parking plaza in Saddar has been developed by the Local Government Department. The project has the completed identification of potential Phase 2 areas and will begin preliminary design and safeguards screening soon in consultation with local communities. Stakeholders have consistently highlighted the positive impacts of project investments on the quality of life in the three neighborhoods and have expressed a desire to scale up similar public space investments to new areas of the city in the future. As a result, progress toward achieving the PDO can be seen by some of the PDO indicators and the intermediate indicators. The first PDO indicator “people provided with access to improved urban living conditions” reached a level of 362,685 residents (169,000 females) constituting almost 36.5% of the of the target. The second PDO target is progressing following the completion of the creation of a one-stop shop for business licensing; the indicator of “Days required to register a firm in Karachi” is at 16.5 as reported from early 2020 by the DB Report (the new DB results are expected in March 2021). The Third PDO target has been achieved as the “Distance to Frontier measure for dealing with construction permits" for Karachi is now 64.4. The Fourth PDO indicator Financial Management Information System established and operational at KMC needs to be removed as the activity will be financed under CLICK. With a one-year extension of the closing date, the PDO can be achieved. Almost 39.5 hectares of public spaces have been renovated, reaching 52% of the target. Number of "participants in consultation activities during project implementation" exceeded its target reaching 1,574 participants (452 females). Percentage of beneficiaries that feel project investments reflected their needs reached 80%, but surveys will continue as work on Phase 2 progresses. Number of visitors and number of vendors cannot be accurately measured at this point due to restrictions on movement. Since most of the work in the three areas, including the People’s Square were only completed recently and due to the restrictions imposed on movement and gatherings, an exact number of visitors could not be estimated at midterm, although the presence of large number of visitors at the People’s Square is reported by media and observed the M&E consultants. This also applies to the indicator that measures the increase in the number of merchants/vendors. Since public spaces include many streets mainly used by commuters, it is recommended that these two indicators (number of visitors and vendors) should focus primarily on pedestrian-oriented spaces, such as plazas, parks, sidewalks, and other similar spaces.
