Djibouti has set up its PIU and initiated many of its procurement activities (69% of the funding has been committed) for plane and plane operation, inputs, construction of a hangar, and refurbishing of offices of the Department of Agriculture and Forests. The project is expecting to receive delivery of inputs for distribution around the time of this update, and of the airplane towards the end of April. Ethiopia has been conducting ground and aerial surveillance and control operations since July 2020 and has transferred funds to regions for the procurement of seed, feed, and fertilizers for the livelihood component. Around 88 percent of funds have already been disbursed. Conditions for disbursement for Component 2 will be met once (i) the national Government completes the signing of its partnership agreements with the county governments, (ii) Parliament approves the supplemental budget with the project budget under the CARA and completes and discloses the Gender-Based Violence (GBV) instrument for this component. The Uganda portion of the project was restructured at the request of the Government but the financing agreement is still awaiting signature by the Government. The Uganda portion of the project was restructured on November 25, 2020, at the request of the Government but the Financing Agreement is still awaiting signature by the Government. Phase II of the Project (Somalia) has cleared its condition of disbursement, signed an agreement with WFP, and is currently providing the first wave of cash transfers to affected beneficiaries. Phase III is under preparation for South Sudan and to support the Intergovernmental Authority on Development (IGAD) with its coordination efforts on the Desert Locust response.
