The project has increased people´s resilience by protecting 551,902 people through the provision of enhanced priority infrastructure and has exceeded its target of protecting 550,000 people. It has also achieved its goal of increasing the resiliency of economic assets by protecting 62,061 ha of land from floods due to enhanced flood protection measures. It also covers 100 communes by storm and flood early warning services with increased awareness about emergency response. On the number of provincial river basin plans prepared/updated with disaster risk mitigation (DRM) factors (Package C1-C1), this activity is ongoing. The plans for all river basins are under preparation/or have been drafted. The implementation of the C1-C1 consultancy package will allow the project to meet the target of preparation of 8 river basin plans in 10 provinces though approval of these plans will likely go beyond current Credit closing date. Since the last WB Mission (December 2018), the value of this indicator has increased from 51,157 ha to 51,307 ha. This has mainly been due to Sub-project “Upgrading the safety of 6 small-scale reservoirs: Truoc Dong, Hoc Comments: Khe, Ho Cau, Truong Loan, Dong Treo, Ho Gao” of Da Nang province and “ Upgrade, repair Nui Mot reservoir” of Binh Dinh. This value has increased to 62,061 ha, as a result of the advances in the following sub-projects: a) “Upgrading Comments: the safety of 6 small-scale reservoirs: Truoc Dong, Hoc Khe, Ho Cau, Truong Loan, Dong Treo, Ho Gao” of Da Nang province and b) “ Upgrade, repair Nui Mot reservoir” of Binh Dinh. From component Comments: 2 (No. of communes covered by storm and flood early warning services) 100 communes have been covered. Overall Comments PDO As stated earlier, the project has met one KPI and exceeded two KPIs. However, one PDO level indicator (linked with C1-C1 consultancy) is delayed. The consultant team has collected extensive data on the 8 river basins. Modeling and analysis is ongoing. The consultant team is in the process of drafting the river basin plans. However, as the indicator states, these plans also have to be reviewed and approved by relevant 7/8/2019 Page 3 of 8 The World Bank Implementation Status & Results Report Vietnam Managing Natural Hazards Project (P118783) authorities. Thus despite significant progress and significant engagement from the VN Disaster Management Authority, the approval process may take time beyond the current closing date.
