Significant progress has been made under the project. The parent project and additional financing were declared effective on April 16, 2020 and June 21, 2020 respectively. The Project Implementation Manual (PIM) was developed and found to be satisfactory in form and substance to the Bank. All five Year 0 Performance Based Conditions (PBCs) have been achieved and verified. These include under PBC 1.0: (a) Lesson observation tools harmonized by NIB and approved by MOE; and (b) National INSET Framework developed by National Teaching Council (NTC) and GES and approved by MOE; under PBC 2.0: (a) Agreed targeting criteria applied to list of public schools to identify targeted schools; and (b) Guidelines for learning grants developed by GES and approved by MOE; PBC 3.0: Accountability for Learning framework developed by participating agencies and approved by MOE; PBC 4.0: National Assessment Strategy developed by National Council for Curriculum and Assessment (NaCCA) 9/25/2020 Page 1 of 17 The World Bank Implementation Status & Results Report Ghana Accountability for Learning Outcomes Project (P165557) and approved by MOE; and PBC 5.0: Review of teacher deployment and transfer strategy completed by GES and approved by MOE. Implementation progress is satisfactory, and the project is on track to achieve the Project Development Objective. 11. The World Bank is concerned about the loss in learning resulting from the school closures and equitable access to distance and remote learning solutions. The additional financing of US$14.8 million to the GALOP from the GPE COVID-19 Accelerated Funding Window will support the operationalization of the COVID-19 Coordinated Education Response Plan for Ghana. The MOE and GES are working in close collaboration with other development partners including USAID, UNICEF and DFID to support the roll out of remote learning approaches. 12. Project Management. Implementation of the GALOP is mainstreamed in the Ministry of Education (MOE) and the Ghana Education Service (GES). In May 2020, the MOE established a Project Technical Team (PTT) which will see to the day to day project implementation and the Project Oversight Committee (POC) which will oversee the GALOP. In addition, a COVID-19 response Technical Team and an EOF Technical Team have been set up to support the implementation of the GALOP AF. 13. Progress by Components a. Key implementation progress under Component 1. The INSET Framework was developed by GES in collaboration with the National Teaching Council (NTC), Special Education Division (SpED) and GES Guidance and Counselling. The framework will be disseminated at regional, district and cluster levels once the partial lockdown is lifted. Materials for targeted instruction (TI) are being reviewed with some training materials being digitized. The timelines for teacher training on targeted instruction will be expedited to respond to the COVID-19 pandemic. Further, training on digital literacy and facilitating remote and distance learning would be prioritized and aligned with the national COVID-19 education response. b. Key implementation progress under Component 2. The GES has prepared the draft guidelines for the administration and utilization of learning grants, which includes a negative list of activities that can be funded by the grants, templates for the School Performance Improvement Plan (SPIP) and performance contracts. The Ministry of Finance (MOF) released the capitation grants for the first term of the 2019/20 academic year. The second term disbursements will be released when schools reopen following the closure of schools as a result of COVID-19. Training modules for SMC strengthening have been finalized based on JICA’s ‘Compass Model’. JICA will continue to provide remote engagement to ensure smooth implementation. The PIM for the education outcomes fund sub-component is being finalized. The GES launched the procurement process to identify service providers and social investors to support this intervention. The procurement process is expected to be concluded by the end of September 2020. c. Key implementation progress under Component 3. The GES and MOE developed the Accountability for Learning Framework with technical support from the Ark Education Partnerships Group (EPG). The GES conducted an indicator mapping workshop with Ark EPG in July 2020 to guide the development of the accountability framework. Ghana is also participating in the new Global Education Policy Dashboard (GEPD), from which expertise can be leveraged to facilitate the process of creating the accountability dashboard. The National Pre-tertiary Learning Assessment Framework (NPLAF) was finalized in July 2020 and informs the administration of a census national standardized assessments at the P4 level in 2021. NaCCA will work closely with the World Bank to improve international benchmarking of its national census assessments, through the global initiative on Policy Linking. The MOE and GES have developed a data-driven Teacher Deployment and Transfer Strategy, which is expected to be disseminated initially through virtual meetings with Regional Directors. d. Key implementation progress under Component 4. A school inspection and lesson observation tool based on the revised National Inspection Handbook has been harmonized for national, regional, district and school level monitoring. The MOE will expedite the development of a digitized EMIS platform to ensure that annual school census data for the 2019/20 school year is made available. The MOE proposed the following as key areas for Research and impact evaluation: (a) impact of learning grants; (b) effectiveness of innovative delivery of INSET; and (c) effectiveness of SMC strengthening in improving school-level accountability and learning. The MOE identified the need for Technical Assistance (TA) for test item development by NaCCA, accountability dashboard and digitized EMIS among others. e. Key implementation progress under Component 5. The GES launched distance learning programs on TV, radio and online covering all grades from kindergarten to senior high school with over 100 modules developed for broadcasting across the different platforms. The Ghana Library Authority has developed a repository of all distance learning programs so students can access them on demand. Discussions with telecommunication companies are ongoing to zero rate educational content. The GES has acquired an integrated Learning Management System and data for all districts is currently being uploaded. It is expected that teacher level data (covering over 200,000 teachers) will be uploaded by end October 2020. The GES is also developing printed worksheets based on the radio and TV programs to be distributed to students as supplementary learning materials. A school mapping exercise was undertaken to identify schools which did not have access to water – 100 of these schools will be provided with boreholes under the project. A large scale back to school campaign was conducted over TV, radio and social media when schools reopened for children sitting the Basic Education Certification Examinations (BECE) and West Africa Senior Secondary Certificate (WASSCE) examinations.
