The ratings for Project Development Objectives and Implementation Progress were downgraded accordingly to Moderately Unsatisfactory. The new Pensions Management Information System (PMIS) is now operational, but the recertification and registration of existing pensioners are significantly delayed. The transition from the old, paper based, pension administration system (PAS) to the new, technology based, system has been slow. The PMIS represents the backbone of the PAS, as an essential instrument for improving the quality and efficiency of service delivery and the overall governance of the program, in particular the transparency of record keeping and payments. The PMIS now hosts around 40 thousand active pensioners records, out of a total estimated at over 90 thousand. If the registration process is not accelerated and streamlined, there is a serious risk that the project will not be able to meet its target value of registering 85 thousand pensioners in the PMIS by the project closing date. The overall progress of the activities supporting the Martyrs and Disabled Program (MDP) has been extremely slow and there is serious risk that this project sub-component will not be fully implemented by the closing date of the project. The main activities under this sub-component consist in (i) developing functional processes to support the institutional and administrative modernization of the MDP, focusing primarily on the operation at the center; and (ii) the design and implementation of a new MIS to support registration and payments under the Program. A new organizational structure (Tashkeel) of the M&D department was developed to support the reformed functional processes of the program, andwill be submitted to the Independent Civil Service Commission for approval. However, the development of the MDP Management Information System (MIS) is significantly delayed due to delays in the procurement process. Due to significant delays, the Safety Nets component will be able to disburse only two rounds of payment to beneficiaries against the originally planned four rounds by the project closing date. The overall objectives of this component are to develop safety net systems for targeting and benefit delivery, and deliver cash benefits to poor families in five pilot districts during the high food insecurity seasons (winter/ spring). The project developed operational procedures in line with international best practice, a targeting mechanism to identify and select the poor based on objective and transparent criteria, and a social registry. The registration of households applying for the cash benefits program is completed in two (Yakawlang and Chamkani) of the five selected districts. A total of 18,000 households were registered and their socio-economic information was entered in the registry. The household registration in the other three districts (Khas Kunar, Nurgal and Dawlatyar) is still pending due to delays in hiring the process, targeting, and impact evaluation firms (which have to carry out the data collection before the start of payments to beneficiaries). As a result, the beneficiaries’ selection, enrollment in the program, and payment had to be postponed for the fall-winter of 2015. Key Decisions: 1. The Ministry will ensure adequate staffing and training of staff in the Pension Department to support the well-functioning of the new pension administration system and accelerate the registration of pensioners. 2. The capacity of the project procurement team will be strengthened. The Ministry will expedite important procurement packages, and will streamline contract management processes. 3. The activities under the Martyrs and Disabled Program will start without further delays. The procurement process for the Martyrs and Disabled Management Information System will be finalized by July 1, 2015. 4. To prevent further delays in the roll-out of the safety net intervention, the selection of the process, targeting, and impact evaluation firms will be finalized July 1, 2015.
