This amount is going to increase in the next three months. The project has just completed the signing of contracts for eight consultants who will complete their deliverables in the next three months. The contracts include, four consultants to review the methodology of the Annual Agriculture Survey, one consultant to elaborate the policy for dissemination of micro data of INSTAT, one consultant for harmonization of EMOP (Enquête Modulaire et Permanente auprès des Ménages) and EHCVM (Enquête Harmonisée des Conditions de vie des Ménages), one cartography consultant to support the Enterprise Census, and one consultant who will act as the independent entity for the performance based financing component of the project. 11/6/2018 Page 1 of 7 The World Bank Implementation Status & Results Report Improving Mali's Statistical System (P160977) For FY19, the managing unit has agreed to settle a sequence of five to six activities to be completed successively. Hence, the project has launched several activities to be completed by February 2019. These are mainly activities to purchase tablets, computers, and vehicles for the Population and Enterprises Censuses. Purchase of those equipment are necessary to start the cartography of the two censuses. Follow-up meetings established since January 2018 continue to be organized every two weeks at INSTAT with the project management unit and all stakeholders: The Observatory for Sustainable Human Development (ODHD), the Unit of Statistical Planning of the Minister of Agriculture (CPS Agriculture), and the Statistical Training and Development Center (CPF-STAT). The process to sign contracts for eight consultants has been successfully completed and many bids are ongoing to acquire logistic and to start the cartography of the Population and Enterprises Censuses. Component 1: Data Collection, Quality Enhancement and Dissemination The project has funded number of activities for the Population and Enterprises Censuses. First, leasing equipment of a building to serve as the headquarter of the two censuses, and purchase of shapefiles for the cartography of the Population Census. Second, organize workshop for the validation of documents, training at the Census Bureau in Washington for two staff, and travel of staff in Dakar to learn experience from Senegal. The bid to purchase GPS for the Agriculture Survey is completed. The bids to acquire computers and vehicles for the two censuses are underway in the government system. As per the procedure, the Minister of Planning has approved the tenders. The bids for computers and other hardware have been evaluated and the analysis report sent to the DGMP, the government entity which approves all bids in Mali. It is expected that those activities will be completed by end of February 2019 then after the cartography of the two censuses will start. A set of eight contracts have been signed and the service orders sent to the corresponding consultants. Four of those consultants will review the methodology of the Agriculture Survey, one will produce the policy for the dissemination of the microdata produced by INSTAT, one will harmonize the EMOP and WAEMU survey, another one is the cartograph to support the Enterprise Census and the last one will act as an independent entity for the PBF component of the project. Activities of those consultancies will be finalized in three months. The Project provides fund to the WAEMU Harmonized survey to collect data in the rural areas of Kidal, in Taoudeni and Menaka through a third party. Data collection is underway and the WAEMU survey team did not plan to collect data in the rural area of Kidal due to insecurity. Taoundeni is a new region formally integrated in Timbuktu with no enumeration area (EA) in the survey. The Project provides money to cover enumeration areas in Taoudeni as a region. Menaka is another new region like Taoudeni. However, the number of enumeration areas selected by the survey is not enough to guarantee the statistic power of estimates for Menaka as a region,the project covers additional enumeration areas in Menaka. Component 2: Institutional and Human Resources Development To reinforce the team working on the fifth population Census, the project allowed two members to participate in a training with the Census Bureau in Washington. In addition, a staff member of the Observatory for the Sustainable Human Development has obtained visa to participate in a training with the same bureau in November. The training will cover modules on advanced data analysis methods using statistical software like STATA and SPSS. Under this component, the project offered scholarships for two Malians admitted to the African Statistical schools in Dakar and Abidjan and to three others admitted to Institut de Formation et de Recherche Demographique (IFORD) in Yaounde. In order to increase the chance of Malians to succeed, the project will provide fund for three months of preparatory courses starting early January 2019. For institutional development, the project financed the meetings of the National Statistical Council and that of the Board of INSTAT, and technical committees. A tender has been launched for the final evaluation of the Statistical Master Plan and review of texts organizing INSTAT. Component 3: Project management The procurement and financial management specialists hired to support the management of the project advise the project coordinator. The Minister of Planning has offered two office spaces to the project for two specialists and the assistant of the project. The three staff support the management of the project preparing tenders for procurement and follow with the DGMP. Some of the challenges that contributes for the delays to implement project activities are, all bids in the procurement plan require post approval by the World Bank and a prior approval by the government, then all bids will be sent to the DGMP for legal agreement. Technical staff responsible for some activities don't always send the technical advice on time, as a result, the processing time takes more time. The phase of evaluation of tenders usually takes more time because the staff of INSTAT involved have other responsibilities for other projects of INSTAT. The solution is to authorize the team to organize evaluation sessions outside Bamako every two months when necessary, such that the team can fully concentrate on the evaluation and writing the analysis report on time. The bids of the project are gathered with those of INSTAT before sending to the DGMP. However, when a bid from an institution doesn’t comply, all bids from an institution are put on hold and new bid cannot be sent to the DGMP until the problem is resolved. This is a matter of programming which affects many bids from INSTAT and increases the delays of the bids approval of the project. The last implementation support mission met with the Minister of Planning who recommended to find a way to separate the bids of INSTAT from those of the project. The Minister also restated his support to the project. INSTAT has appointed two of its staff to support the project but they are still involved in other projects at INSTAT and are not always available for the project. A proposed solution is to free them from other responsibilities such that they can support the statistical project full time.
